- Applications that are incomplete or missing the required supporting documents
- Expenses incurred before April 1, 2026

Processing and Agreement
- Applications are reviewed after submission and only complete files are processed.
- Applicants may be informed of an evaluation decision after review.
- If a decision is contested, a review request can be filed within 30 days.

- If approved, only expenses incurred from April 1, 2026 may be considered.
