• A completed and signed application form
• Detailed quotes or equivalent information including proof of price, when required
• The project-specific technical documents required for the selected sub-stream, such as a diagnostic, detailed project description, design plan, plans and specifications, plan of location, or trial layout
• Permits, authorizations, or lease documents, when required
• Supporting proof tied to the selected sub-stream, such as an advisor recommendation, a scientific reference, biological precertification or certification documents, or CUMA supporting documents

Who is eligible?

• Agricultural operations
• A cooperative d’utilisation de matériel agricole (CUMA) whose project-related branch of activity includes at least three agricultural operations for Sub-volet 1.1
• Agro-processors for Sub-volet 1.2
• Agricultural operations with plant, maple, or beekeeping production units for Sub-volet 1.4

Who is not eligible

• Applicants or subcontractors listed in the Registre des entreprises non admissibles aux contrats publics (RENA)
• Applicants that, in the two years before the application, failed to meet obligations under previous funding from the Minister after formal notice
• Applicants under the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act
• Applicants subject to an order of the Minister or a judge under the Loi sur le bien-être et la sécurité de l’animal
• For Sub-volet 1.4, applicants that received support under the Programme d’appui pour la conversion à l’agriculture biologique 2015-2023 and then abandoned certification or had it cancelled for the same production type

Eligible expenses

• Professional fees directly related to the project
• New parts, equipment, materials, and infrastructure directly required for the eligible intervention
• Labour directly tied to the project, including equipment-modification labour where allowed and, for Sub-volet 1.3, farm labour at the prescribed flat-rate basis
• Transportation and delivery costs for eligible equipment and materials
• For Sub-volet 1.3, eligible inputs, equipment rental, laboratory analyses, and eligible farm equipment use

Ineligible Costs and Activities

• Costs not directly related to the project, cost overruns, and current operating expenses, including normal maintenance of buildings and equipment
• Costs incurred before 1 April 2026, except where the program expressly allows certain professional fees if the application is accepted
• Taxes such as TPS and TVQ, and costs related to permits, licences, authorizations, or required studies where excluded
• Used or artisan-made equipment, self-propelled equipment, land or building purchases, debt service, and financing through sale-installment contracts or leases where excluded
• Excluded activities such as cannabis-related projects and other sub-stream-specific excluded activities or waste streams

Eligible geographic areas

• All regions

• Project coherence with the objective of the selected sub-stream
• Consistency of the project with the advisor’s recommendation, when required
• Technical and financial feasibility of the project
• For Sub-volet 1.3, the relevance of the scientific setup and, where applicable, demonstration of reduced active ingredients or risk indices

• MAPAQ sends an acknowledgement of receipt when the application is filed.
• For a complete application whose applicant and project are eligible, MAPAQ sends a confirmation of admissibility; this does not guarantee funding.
• The Minister informs the applicant of the funding decision by mail or email.
• If the project is selected, the applicant must sign the funding agreement established by the Minister.
• Payment is made after the required deliverables and supporting documents are accepted, under the payment schedule set out in the funding agreement.
