- Agricultural operations with a Ministère identification number as agricultural operators
- CUMA with a Ministère identification number as producer associations
Who is not eligible
- Businesses linked to recreational cannabis or non-authorized cannabis products
- Applicants under bankruptcy or creditor protection proceedings
- Organizations listed in the RENA registry
Eligible expenses
- New equipment, materials, and eligible modifications
- Professional fees and consultant services
- Transport and delivery of equipment and materials
- Labor, analyses, and equipment rental where allowed
Ineligible Costs and Activities
- Projects related to the production, processing, sale, or service provision linked to recreational cannabis
- Projects related to products not approved by Santé Canada
- Cost overruns for additional financial assistance

- Consistency with the stream’s objective
- Consistency with the advisor’s recommendation, when required

- For collective projects, quality of the approach and expected outreach
How to apply
- Complete each section of the form, sign it, and submit it to the MAPAQ with all required documents and information.
- Email the complete application package to Prime-Vert@mapaq.gouv.qc.ca.
Processing and Agreement
- Only complete applications that include all mandatory documents are processed.
- If the applicant is accepted, eligible expenses incurred from 1 April 2026 may be considered.
- For some streams, end-of-project deliverables include a claim form, invoices and proof of payment on request, photos, and compliance attestations.
- A request for review of an evaluation decision may be submitted within 30 days of the communication date using the official review form.
Additional information
- Applications are accepted on an ongoing basis until funding is exhausted or until the next Prime-Vert 2026-2029 program is put in place.
- If an application is accepted, eligible expenses incurred from 1 April 2026 may be considered.
- Applications must be complete and include all required documents to be processed.
- A request for review of a decision may be submitted within 30 days of the communication date using the official form.
