Documents Needed

  • A completed and signed application form is required.
  • For hydroagricultural works projects, applicants must provide plans and specifications signed by an adviser and the diagnostic and project development document for Implantation d’ouvrages hydroagricoles.
  • For water supply and storage works projects, applicants must provide plans and specifications signed by an adviser and the relevant diagnostic and project development document for livestock, irrigation, or reservoir projects.
  • For irrigation water management equipment purchase or rental projects, applicants must provide the project diagnostic contained in the Achat ou location d’équipements de gestion de l’eau d’irrigation document.

Eligibility

Who is eligible?

  • Agricultural operations
  • CUMAs whose project-related branch includes at least three agricultural operations

Who is not eligible

  • Applicants registered in the Registre des entreprises non admissibles aux contrats publics (RENA)
  • Applicants that failed to meet obligations related to previous financial assistance from the Minister in the two years before the application, after being formally notified
  • Applicants under the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act
  • Applicants subject to an order by the Minister or a judge under the Loi sur le bien-être et la sécurité de l’animal

Eligible expenses

  • Plans, specifications, and related professional fees for hydroagricultural works and water supply or storage works
  • Purchase or rental of materials or equipment for hydroagricultural works and water supply or storage works
  • Materials for infrastructure used in hydroagricultural works and water supply or storage works
  • New irrigation water management equipment, up to one year of rental fees, and soil granulometric or irrigation water analyses
  • Transport and delivery costs for eligible equipment and materials

Ineligible Costs and Activities

  • Used materials, subsurface drainage, surveying and leveling work, and culvert sizing, installation, replacement, or stabilization are not eligible for hydroagricultural works.
  • Water supply and storage projects for irrigating field crops or forage crops are not eligible, and basic irrigation equipment such as pumps, filters, pipes, connectors, sprinklers, and drip systems is excluded.
  • Projects involving irrigation equipment for field crops, forage crops, greenhouse crops, or sheltered crops are not eligible under the irrigation equipment practice.
  • Wind-powered pond aerators without battery storage, municipal-type aerators, equipment already owned by the business, and stand-alone temperature or humidity sensors are not eligible.
  • Cannabis-related projects involving recreational products or products not approved by Health Canada are not eligible.

Selection criteria

  • Consistency of the project with the objective of the sub-stream
  • Consistency of the project with the adviser’s recommendation, where required
  • Technical and financial feasibility of the project

Processing and Agreement

  • Only complete applications that include all mandatory documents will be processed.
  • If an application is accepted, expenses that meet Prime-Vert criteria and were incurred from April 1, 2026 may be considered.
  • At the end of hydroagricultural works and water supply or storage works projects, a conformity attestation signed by an adviser must be submitted.
  • At the end of irrigation water management equipment purchase or rental projects, applicants must submit the adviser’s statement, a signed rental contract of three years or more if applicable, and photos of the delivered equipment.
