- Completed and signed application form
- For hydroagricultural works: plans and specifications signed by an adviser, plus the hydroagricultural works diagnostic and project development document
- For water supply and storage works: plans and specifications signed by an adviser, plus the relevant livestock, irrigation, or reservoir diagnostic and project development document; a valid water withdrawal authorization is also required where applicable
- For irrigation water management equipment projects: the project diagnostic contained in the irrigation water management equipment document
- If applicable, a lease for rented land or buildings and a proxy or resolution authorizing the applicant representative

Who is eligible?
- Agricultural operations
- CUMAs whose project-related branch includes at least three agricultural operations
Who is not eligible
- Applicants registered in the Registre des entreprises non admissibles aux contrats publics (RENA)
- Applicants that failed to meet obligations related to previous financial assistance from the Minister in the two years before the application, after being formally notified
- Applicants under the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act
- Applicants subject to an order by the Minister or a judge under the Loi sur le bien-être et la sécurité de l’animal
Eligible expenses
- Plans, specifications, and related professional fees for hydroagricultural works and water supply or storage works
- Purchase or rental of materials or equipment for hydroagricultural works and water supply or storage works
- Materials for infrastructure used in hydroagricultural works and water supply or storage works
- New irrigation water management equipment, up to one year of rental fees, and soil granulometric or irrigation water analyses
- Transport and delivery costs for eligible equipment and materials
Ineligible Costs and Activities
- Used materials, subsurface drainage, surveying and leveling work, and culvert sizing, installation, replacement, or stabilization are not eligible for hydroagricultural works.
- Water supply and storage projects for irrigating field crops or forage crops are not eligible, and basic irrigation equipment such as pumps, filters, pipes, connectors, sprinklers, and drip systems is excluded.
- Projects involving irrigation equipment for field crops, forage crops, greenhouse crops, or sheltered crops are not eligible under the irrigation equipment practice.
- Wind-powered pond aerators without battery storage, municipal-type aerators, equipment already owned by the business, and stand-alone temperature or humidity sensors are not eligible.
- Cannabis-related projects involving recreational products or products not approved by Health Canada are not eligible.

- Consistency of the project with the objective of the sub-stream
- Consistency of the project with the adviser’s recommendation, where required
- Technical and financial feasibility of the project

Processing and Agreement
- MAPAQ sends an acknowledgment of receipt when an application is submitted.
- For a complete application whose applicant and project are eligible, MAPAQ sends a confirmation of admissibility.
- The Minister informs the applicant by mail or email whether the project will be funded.
- If the project is retained, the applicant must sign the funding agreement established by the Minister.
- For a complete application, payment is made after the required deliverables are filed: one payment for a project with one eligible practice under the PAD objective, or up to two payments when there is more than one eligible practice under the objective.
Additional information
- Applicants may request a review of an evaluation decision within 30 days after the decision is communicated.
