Overview
The Aide au compostage domestique et communautaire (ACDC) program provides financial support, with a budget of approximately $3.5 million, to aid municipalities, Indigenous communities, and unorganized territories in acquiring equipment for residential organic waste management. Eligible activities include the acquisition of collection containers and kitchen bins for the collection of residential organic materials to reduce greenhouse gas emissions.

Eligibility
- The applicant must be a municipal organization, such as a local municipality, regional county municipality (MRC), or intermunicipal board, including those established under specific Quebec laws related to Cree and Naskapi villages and Kativik region.
- Eligible entities include the Metropolitan Community of Montreal and Quebec, mixed economy companies, and recognized Indigenous communities represented by a band council or equivalent organization.
- The application can be submitted individually or jointly, but must be approved and mandated by a resolution from the relevant entity.
- The project must comply with applicable organic material criteria from the Municipal Waste Residual Redistribution Program.
- Organic waste collection must target residential origin and not be mixed with other waste streams processed at a sorting centre for mixed residual materials.
- Projects must be operational by December 31, 2026, and involve new residential collection units initiated no earlier than January 1, 2024.
- The organic materials must be collected, transported, and treated for recycling at authorized facilities under Quebec's environmental laws.
- All waste must be eliminated at sites governed by the Regulation on the Landfilling and Incineration of Residual Materials.
- The applicant must comply with applicable contract management regulations.

Who is not eligible
- Entities that failed to fulfill their obligations under previous financial aids granted by RECYC-QUÉBEC, leading to contract termination within the last two years.
- Entities in default of obligations to any designated ministries or organizations as per the Act respecting Access to documents held by public bodies and the Protection of personal information.
- Applicants who refused or did not respond satisfactorily to a request for information from RECYC-QUÉBEC within the previous two years.
Eligible expenses
- Costs of acquiring specialized residential containers for the collection of organic materials and kitchen receptacles, including delivery and distribution fees. Acquisition of kitchen receptacles alone is not eligible.
- Costs of acquiring kitchen receptacles for organic materials sorted at the source and collected in colored bags, including delivery and distribution fees.

- Local municipalities including those under the Cree-Village Act and Naskapi Village Act (RLRQ, c. V-5.1) or the Northern Villages and Kativik Regional Administration Act (RLRQ, c. V-6.1).
- Regional County Municipality (MRC).
- Intermunicipal boards, public bodies, or private legal entities with a board predominantly composed of municipal representatives.
- Kativik Regional Administration.
- Government of the Cree Nation and the Eeyou Istchee James Bay Regional Government.
- Montreal and Quebec Metropolitan Communities.
- Mixed economy companies.
- Recognized Indigenous communities represented by a band council or tribal councils, or any Indigenous organization constituted of band councils.

Consultation of required documents
- Consult the terms of section 4 to familiarize yourself with the eligibility conditions and program requirements.
- Download the corresponding regulatory framework to understand all the necessary instructions.

Preparation of application documents
- Download and complete the application form and the financial aid calculator by including all the required information about your project.
- Prepare the necessary resolutions authorizing the representatives to sign and submit documents on behalf of the concerned entities.
- Attach all submissions and supporting documents to justify your financial request.

Transmission of documents
Send all the required documents by email to: acdc@recyc-quebec.gouv.qc.ca, making sure to meet the submission deadline.

Reception and processing time
Wait for an acknowledgment, which will be sent to you within five working days following the receipt of your request.
Additional information
- The available funding for Volet 4 originates from the sums not awarded under the first three parts of the program.
- A final financial aid disbursement is made in a single transaction upon submission of a complete final report.
- Reimbursement of granted financial aid may be demanded by RECYC-QUÉBEC if the project is deemed not to serve the public interest.
- The program ACDC and the PTMOBC are mutually exclusive; a territory cannot be funded by both for the same area.
- The effective date of costs begins January 1, 2024, and expenditures must be made by September 30, 2025, to be eligible.
- Beneficiaries are exempt from obtaining a "mise en œuvre" recognition level from the "ICI ON RECYCLE +" program.
- All documents submitted must be in French, following RECYC-QUÉBEC's language policy.
- An acknowledgment of receipt is issued within five business days for a complete application.
- In case of cost overestimation, RECYC-QUÉBEC reserves the right to adjust financial aid downward, aligning with actual project costs.
