- Intermunicipal boards and public bodies with a municipal-majority board
- Kativik Regional Government and Cree/Eeyou Istchee Baie-James authorities
- Metropolitan communities and recognized Indigenous communities
Who is not eligible
- Entities that defaulted on a RECYC-QUÉBEC financial aid agreement in the previous two years
- Entities in default of obligations to a ministry or designated public body
Eligible expenses
- Purchase of residential organic waste collection bins and kitchen containers, including delivery and distribution
- Purchase of kitchen containers for source-separated organic waste collected in colored bags, including delivery and distribution
Ineligible Costs and Activities
- Collection equipment for industrial, commercial, or institutional waste
- Repair, replacement, and maintenance of containers
- Taxes such as GST and QST
- Salaries and operating or administrative costs
- Expenses incurred outside the eligible period

Processing and Agreement
- Applications are reviewed as soon as possible after submission
- Projects are assessed in the order complete files are received
- RECYC-QUÉBEC sends a decision letter if the project is accepted or refused
- If approved, a grant letter confirms the maximum amount and any special conditions

- Applications can be submitted individually or as a joint application.
- Applications must be sent by email in French.
- RECYC-QUÉBEC will send an acknowledgment of receipt within 5 business days for complete applications.
- A final report is required by September 30, 2025.
