- Social economy enterprises (non-profits and cooperatives) with primarily commercial activities
- Individually owned enterprises and partnerships majority-owned by Indigenous persons and located in Wendake
Who is not eligible
- Social economy enterprises (nonprofits and cooperatives) unable to demonstrate sound democratic governance.
- Applicants not released from bankruptcy judgment.
- Companies listed on the Register of Enterprises Not Eligible for Public Contracts.
- Applicants who have defaulted on previous financial aid obligations to the Ville de Québec in the past two years, after formal notice.
- Projects of a discriminatory, controversial nature, or that could present a negative image for Ville de Québec; and event-based projects.
Eligible expenses
- Professional fees, consulting services, and studies related to the project.
- Pre-startup, startup expenses, and initial working capital required for project implementation.
- Salaries for human resources assigned to the project, at the hourly rate set by the company policy and documented accordingly.
- Purchase or rental of goods, equipment, and assets connected to the project.
- General and administrative expenses necessary for the execution of the project.
