The MRC Beauharnois-Salaberry’s Policy to Support Structuring Projects provides financial assistance of up to $100,000 per project to eligible organizations aiming to enhance the quality of life in local communities. The program supports innovative initiatives in areas such as social, cultural, economic, and environmental development within the MRC's municipalities.
Financing terms and conditions
- Financial assistance in the form of a grant, covering up to 70% of total eligible project costs.
- Maximum grant per project is $100,000 for the MRC, local municipalities, and municipal organizations.
- Maximum grant per project is $10,000 for cooperatives (excluding the financial sector), non-profit organizations, social economy enterprises (excluding the financial sector), and individuals starting an organization or structuring project.
- Applicants must provide a minimum cash contribution of 30% of the total project costs.
- The combined government (Quebec and Canada) funding, including this grant, cannot exceed 80% of the total eligible project costs.
Eligible projects & activities
- Projects that enhance and promote agriculture, including initiatives fostering agricultural innovation and sustainable practices.
- Cultural projects that support local heritage, arts, or community engagement in cultural activities.
- Initiatives aimed at stimulating and strengthening the local or regional economy, such as promoting local tourism or creating new economic opportunities.
- Actions that improve the quality of life, such as encouraging healthy habits, increasing access to collective services, or supporting social development.
- Projects dedicated to developing or promoting regional tourism, or improving and beautifying downtown areas and village cores.
Eligibility criteria of the MRC Beaharnois-Salaberry — Policy to support structuring projects program
- The applicant must be one of the following: the MRC, a municipality or municipal organization in the MRC, a non-profit organization, a cooperative (excluding those in the financial sector), a social economy enterprise (excluding financial sector), or an individual seeking to start an organization or structuring project.
- The project must serve, in whole or in part, at least one of the municipalities within the MRC de Beauharnois-Salaberry (Beauharnois, Saint-Étienne-de-Beauharnois, Sainte-Martine, Saint-Louis-de-Gonzague, Saint-Stanislas-de-Kostka, Saint-Urbain-Premier, Salaberry-de-Valleyfield).
- The project must align with at least one of the MRC's priority development orientations (such as agriculture, culture, economic vitality, quality of life, tourism, or the enhancement of urban/village centers).
- The project must have formal support from the concerned municipality(ies), provided by council resolution or a letter from municipal management.
- The application must include all required documents, including a completed and signed application form and demonstrations of partner or promoter financial participation representing at least 30% of project costs.

Eligible expenses
- Salaries and benefits for employees, interns, and other project staff (including employer contributions and social benefits) directly involved in the project.
- Professional fees (e.g., consultants, experts) related to the project.
- Capital expenditures such as land, buildings, equipment, machinery, rolling stock, incorporation fees, and similar costs necessary for the project.
- Acquisition of software technologies, software licenses, patents, and similar technology-related expenses.
- Other costs directly related to the development and implementation of the project.

- Realistic planning and likelihood of successful completion, confirming the project's ability to be fully implemented and deliver tangible results.
How to apply to the MRC Beaharnois-Salaberry — Policy to support structuring projects program

Validate project eligibility and alignment
- Contact the MRC to verify the availability of funds in the local envelope
- Ensure your organization and project meet eligibility requirements
- Confirm your project aligns with at least one development orientation

Obtain municipal support
- Obtain official support from the local municipality or municipalities affected
- Support must be a council resolution or a letter from the general director(s)

Prepare the application dossier
- Collect all required documents, including application form, resolutions, organizational charter, project description, detailed budget, and supporting letters
- Prepare additional relevant documentation if needed (plans, photos, etc.)

Submit application to the MRC
- Submit the complete application with supporting materials to the MRC
- Ensure submission meets all outlined requirements and deadlines

Application under review
- The application is reviewed by the Committee
- The project is recommended to the Council of Mayors for a decision

Sign agreement and fulfill conditions
- If approved, sign an agreement with the MRC
- Adhere to all conditions, including providing a follow-up form and supporting documents
Additional information
- Each local municipality receives a share of the budget envelope, calculated partly based on equal parts and partly on property value.
- Applicants must ensure funds remain available in the relevant municipal envelope before applying.
- A first grant payment of up to 50% is made upon signing the agreement; the remainder is paid after project completion and submission of a follow-up report.
- If an application is refused, reasons for refusal may be provided to the applicant upon request.
