- Partnerships with an active establishment in Quebec
Who is not eligible
- Quebec government ministries or budgetary organizations listed in Annex 1 of the Financial Administration Act.
- Persons designated by the National Assembly of Quebec, and federal ministries or organizations.
- Persons or companies in litigation with the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs or that have failed to meet obligations toward it.
- Persons or companies in bankruptcy or insolvency proceedings under the Bankruptcy and Insolvency Act.
- Persons or companies listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
Eligible expenses
- Salaries and employee benefits for personnel.
- Fees for subcontractors and consultants.
- Equipment, materials, supplies, and fixed assets.
- Expenses assumed by an internal partner.
- Administrative costs, and for technology-testing projects, the additional cost of the technology compared with the conventional technology it replaces instead of the full acquisition cost.
Ineligible Costs and Activities
- Production losses, scraps, and other losses caused by activities related to carrying out the project.
- Commitments made and expenses incurred before the expense eligibility date established by Technoclimat.
- All types of taxes and duties, and the purchase of land.
- Expenses incurred to prepare the application for financial assistance to Technoclimat.
- Expenses that are not necessary or justifiable for the project, or are not directly associated with it, such as executive or management salaries, representation expenses, participation in trade shows, conferences, missions, or exhibitions outside Quebec unless directly related to the project, and interest on loans.

- Degree of technological and technical innovation and overall quality of the project.
- Potential energy impacts and potential reduction in greenhouse gas (GHG) emissions in Quebec related to the deployment of the innovation or technology.
- Commercialization or deployment strategy and market potential.
- Project feasibility and guarantee of successful implementation.
- Societal, economic, and environmental co-benefits.
How to apply
- Consult the When to submit a project page, discuss the project with a Technoclimat representative, or complete and submit the declaration of interest to verify whether the project is advanced enough to be receivable.
- Wait for the Technoclimat team to analyze the declaration of interest and indicate whether an official application may be submitted.
- Submit the completed, signed, and dated financial assistance application form by the participant’s authorized signatory.
- Include the project plan, the curriculum vitae of the people and organizations participating in the project, and the participant’s financial statements for the last two years, if applicable.
- Email the application documents to transitionenergetique.affaires@environnement.gouv.qc.ca.
Processing and Agreement
- After the declaration of interest is analyzed, the Technoclimat team indicates whether an official application may be submitted.
- If the project is judged receivable, editable versions of all forms and templates are sent by email.
- Each deliverable associated with a payment must be approved for the related amount to be paid.
- When total financial assistance to be paid exceeds $250,000, the final report must include an independent auditor’s report on declared project expenses and funding sources.
- Annual follow-up reports must be submitted during the three years following the end of the project.
