Overview

Technoclimat provides financial assistance for the demonstration of innovative, pre-commercial technologies or the testing of technologies not yet available in Quebec, with a focus on energy and greenhouse gas (GHG) reduction projects. The program supports eligible activities such as technology development, engineering, manufacturing, and large-scale demonstration in the fields of energy innovation and bioenergy production; maximum funding details should be confirmed directly with the program documentation.

Financing terms and conditions

  • Financial assistance covers up to 50% of eligible project expenses, with a maximum of $3,000,000 per project under the regular stream.
  • The total combined aid from federal and provincial governments, energy distributors, and the Technoclimat program cannot exceed 75% of total eligible project expenses.
  • For projects in the specific stream for industries subject to SPEDE, funding may reach up to 50% of eligible expenses, with a maximum of $10,000,000 per project (only for projects costing over $10,000,000).
  • For projects focused on pre-commercial technological innovation in low-carbon energy production (NMT 4-7), assistance may be up to 50% of eligible expenses, capped at $10,000,000; for first commercial production units using proven technologies (NMT 8-9), up to 25% of eligible expenses with a maximum of $18,000,000 (projects must meet minimum and maximum investment thresholds).

  • Pre-commercial innovation projects in energy efficiency, renewable energy, or bioenergy technologies.
  • Pilot testing of technologies for energy efficiency, renewable energy, bioenergy, or greenhouse gas (GHG) emission reduction, if not already present or widespread in Quebec.
  • Innovative technology projects aiming to reduce greenhouse gas emissions in Quebec.
  • Demonstration projects that show the market potential of novel energy or GHG reduction technologies.
  • Projects involving the measurement and validation of energy impacts or GHG emission reductions in Quebec.

Eligibility

  • The applicant must be a legal entity (personne morale) or partnership with an establishment in Quebec.
  • The project must involve a pre-commercial technological innovation (Technology Readiness Level 4 to 7) or the trial of a technology related to energy efficiency, renewable energy, bioenergy, or greenhouse gas reduction.
  • The technology must not be currently available, or be only marginally present, on the Quebec market, and must demonstrate market potential and potential energy or GHG emission reduction impacts in Quebec.
  • The project must be carried out in Quebec, except if justified activities take place outside Quebec; in such cases, the Quebec participant must manage the project.
  • The project must include measurement activities to validate results.

Who is eligible?

  • Corporations (legal entities) with an establishment in Quebec
  • Partnerships with an establishment in Quebec

Who is not eligible

  • Quebec government ministries or budgetary organizations listed in Annex 1 of the Financial Administration Act.
  • Persons designated by the National Assembly of Quebec.
  • Federal ministries or organizations.
  • Companies or organizations in litigation with Transition énergétique Québec (TEQ) or that have failed to meet obligations with TEQ.
  • Companies or organizations in bankruptcy or insolvency proceedings under the Bankruptcy and Insolvency Act.
  • Entities listed on the Register of Enterprises Ineligible for Public Contracts (RENA).

Eligible expenses

  • Salaries and employee benefits for internal personnel and project partners directly involved in the project.
  • Intellectual property rights fees.
  • Professional service fees required for the project (consultants, subcontractors).
  • Costs or rental of equipment, materials, and supplies required for project implementation.
  • Additional costs related to existing fixed assets if they constitute an extra cost.
  • Travel and living expenses directly related to the project.
  • Fees for professional services and expenses related to project validation and verification as well as financial audit services for the project.
  • Depreciation expenses representing use of new assets during the project, when acquisition cost is not eligible.
  • Administrative or management fees, up to a maximum of 15% of eligible project expenses.

  • Project feasibility and guarantee of successful implementation.
  • Societal, economic, and environmental co-benefits.

How to apply

Assess the project's eligibility

  • Make sure you are a business or organization established in Quebec
  • Verify that your technology is innovative and meets a commercial or industrial need in Quebec
  • Confirm that you can ensure the deployment of the technology in Quebec
  • Quantify the energy impacts and the reduction of GHG emissions that your technology could generate in Quebec
  • Identify your partners and your demonstration site
  • Define the objectives, timeline, and budget of your project

Determine the type of project

  • Type 1: Develop and demonstrate a new technology
  • Type 2: Test a technology that has already been demonstrated but is little or not present in Quebec
  • Check if the type of project corresponds to one of the components of the program (technological maturity level)

Fill out the declaration of interest

  • Download and complete the expression of interest form available on the Technoclimat program website
  • Submit the expression of interest for the project to be initially assessed for its eligibility

Prepare and submit the financial aid application

  • If your project is deemed eligible, an editable version of the necessary documents will be sent to you
  • Gather and complete the required documents, such as the detailed budget, project objectives, partnerships, etc.
  • Save the expenses incurred from the eligibility date established by the MERN, as they may be reimbursable
  • Submit the complete file, including all required documents and forms, to the Technoclimat program

Wait for the evaluation and the decision

  • Wait for the project evaluation by the Technoclimat program managers
  • In case of acceptance, a formal agreement will be drafted and signed between your company and the program

Carry out the project and manage the financing

  • Respect deadlines and conditions stipulated in the agreement
  • Carry out the measurement activities as agreed to demonstrate energy savings or the reduction of GHG emissions
  • Submit progress reports according to the terms set by the program
  • Ensure strict management of eligible expenses for reimbursement

Additional information

  • Projects must be completed within a maximum of 60 months from the effective date of the agreement.
  • Recipients retain ownership of the greenhouse gas (GHG) emission reductions or CO2 credits generated by the project.
  • Technoclimat reserves the right to refuse, modify, reduce, or terminate funding for public interest reasons, with written notification to the applicant.
  • All data declarations and reports must use the metric system.
