Activities funded

  • Pre-commercial technological innovation projects in energy or greenhouse gas emission reduction at technology readiness level 4 to 7.
  • Projects testing a demonstrated and commercial technology in energy or greenhouse gas emission reduction that is absent from the Quebec market or present only very marginally.
  • Activities that will allow a pre-commercial innovation to reach technology readiness level 6, 7, or 8.
  • Testing and measurement activities.

Documents Needed

  • A completed financial aid application form, signed and dated by the authorized signatory, plus a proxy if the signatory is not listed in the Registraire des entreprises du Québec as a director or officer who is not a board member.
  • A project plan including a testing and measurement plan.
  • Signed internal partner expense declaration forms, if applicable.
  • The curriculum vitae of the persons and organizations involved in the project activities.
  • The participant’s financial statements for the last two years, or an equivalent document if no financial statements have been produced.

Eligibility

Who is eligible?

  • Legal persons or partnerships with an active establishment in Quebec.
  • Legal persons or partnerships outside Quebec if they have a Quebec enterprise number.
  • Applicants registered with the Registraire des entreprises du Québec at the time of application.
  • Applicants from all sectors of activity under the Regular Stream.

Who is not eligible

  • Ministries, budget-funded bodies, or government enterprises of the Gouvernement du Québec listed in Annexes 1 and 3 of the Loi sur l’administration financière.
  • Persons designated by the National Assembly.
  • Federal departments or agencies as defined in Annexes I and I.1 of the Financial Administration Act.
  • Entities that have failed to meet obligations after formal notice in relation to previous Quebec government financial assistance, or that are bankrupt or insolvent within the meaning of the Bankruptcy and Insolvency Act.
  • Entities listed in the Registre des entreprises non admissibles aux contrats publics (RENA), or that do not meet the high standards of integrity expected of a recipient of public funds.

Eligible expenses

  • Salaries and employer-paid social charges for internal staff working directly on the project.
  • Fees for subcontractors and consultants, including services related to intellectual property, project validation, verification, and financial auditing.
  • Purchase or rental costs for equipment, materials, and supplies directly linked to the project.
  • Capital assets, with eligible cost based on depreciation over the project period.
  • Internal partner contributions and administrative expenses directly attributable to the project.

Ineligible Costs and Activities

  • Loss of profits, production losses, rejects, or other losses caused by project activities.
  • Taxes and duties, severance pay, land acquisition and related fees, interest on loans, and travel or living expenses.
  • Expenses incurred to prepare the application, and any commitments or expenses made before the expense eligibility date.
  • Representation expenses and current operating expenses of the participant or internal partner that are not additional project costs.
  • Expenses paid to a subcontractor listed in RENA, donations without an established fair market value, volunteer time, expenses incurred while the project is on pause, and any expense not directly associated with the project.

Selection criteria

  • The innovative aspect and overall quality of the project.
  • The technology’s commercialization or deployment strategy and market potential in Quebec.
  • Assurance that the project can be completed, including team and partner capacity, financial capacity, and proposed risk mitigation.
  • Potential energy impacts and greenhouse gas emission reductions in Quebec during the first five years of commercialization or deployment.
  • Social, economic, and environmental co-benefits.

How to apply

  • Discuss the project with a Technoclimat representative and submit a declaration of interest.
  • Wait for the declaration of interest to be analyzed to learn whether you may submit an official financial aid application.
  • If invited, complete the full application package using the editable forms and templates sent by email.
  • Email the completed application documents to transitionenergetique.affaires@environnement.gouv.qc.ca.

Processing and Agreement

  • After the declaration of interest is analyzed, the applicant is either invited or not invited to submit a full application.
  • From submission of a complete application to decision, processing takes an average of 10 months.
  • If approved, the participant must sign a standard, non-negotiable financial assistance agreement; project-specific details are set out in Annexes 1 and 2.
  • During the project, each payment request is reviewed through a detailed analysis of deliverables and expenses, and supporting documents requested through sampling must be returned within seven days.
  • At project close, an independent auditor’s report is required when the financial assistance granted is more than $250,000, and the participant must then submit annual follow-up reports for three years.

Additional information

  • The cadre normatif in force since 30 June 2026 has legal value and prevails over web pages, brochures, and other published program information.
  • A participant may submit only one financial aid application for the same project in a single stream.
  • The participant keeps ownership of greenhouse gas emission reductions or CO2 credits resulting from the project.
  • All declarations must use metric units; greenhouse gas reductions are expressed in t CO2 eq. and energy impacts in GJ.
