How to apply
- Step 1: Project SubmissionComplete tabs 1 and 3.1 (“Cost Estimate” section) in the financial assistance application form (Excel format).
- Prepare the financial assistance application (PDF), signed and dated by an authorized signatory listed in the Quebec Enterprise Register (or provide a proxy if not listed).
- Obtain the project analysis description, signed and dated by an accredited RCx agent.
- Email all documents to: transitionenergetique.affaires@environnement.gouv.qc.ca
- Step 2: Application ReviewUpon receipt of a complete application, a program officer is assigned to evaluate your file.
- If your request meets program criteria, you will receive your expense eligibility date, allowing project initiation and confirmation of eligible expenses.
- Step 3: Confirmation and AgreementReceive the "Confirmation of the financial assistance agreement conditions" to finalize details of your request.
- Receive notice of the maximum financial assistance that may be granted.
- Receive the financial assistance agreement for signature by both parties.
- Step 4: First Payment RequestProvide a signed and dated purchase order authorizing the chosen company to execute the assignment.
- Submit the investigation phase report, signed and dated by the accredited RCx agent.
- Update and submit the financial assistance form (tab 3.1, “Cost Tracking”).
- Send the purchase order given to the RCx agent for the analysis, signed and dated.
- Provide copies of invoices supporting eligible costs.
- Step 5: Implementation of MeasuresProceed with the implementation of recommended measures from the investigation report.
- The accredited agent assists with the transfer phase and updates building mechanical systems documentation.
- Provide training to building management and maintenance staff on measures installed.
- Step 6: Transfer Phase Verification and Second PaymentWithin 24 months of the agreement’s entry into force, submit the transfer phase report, signed and dated by the accredited agent.
- Update and provide the financial assistance application form (tabs 2 and 3.1).
- Send copies of invoices justifying eligible costs.
- Provide a letter pledging to carry out the ongoing monitoring phase and indicating projected costs.
- Submit agreements or confirmations of financial assistance received or to be received from other sources.
- After verification of compliance, receive confirmation of the second and final payment.
- Step 7: Ongoing Monitoring and ReportingFor 24 months after implementing measures, conduct continuous monitoring with the accredited agent to ensure sustained energy savings.
- Submit two annual ongoing monitoring reports, signed and dated by the accredited agent, along with supporting invoices:
- First report due within 14 months after receipt of the transfer phase report.
- Second report due within 26 months after receipt of the transfer phase report.
Processing and Agreement
- The application is reviewed after a complete file is submitted.
- If eligible, the applicant receives a date of expense eligibility.
- A maximum assistance amount is confirmed by letter, followed by a funding agreement for signature.
- Payments are issued after compliance review of the required reports and supporting documents.
