- The original financial assistance application form, tabs 1 and 3.1, completed in Excel format.
- A PDF version of the financial assistance application form signed by the authorized signatory.
- The Description de l’analyse signed by the accredited agent.
- Any other document supporting the application.
- A power of attorney, resolution, or delegation of signature if the person signing the form is not listed in the Registraire des entreprises.
Eligibility
Who is eligible?
- Enterprises or groups of enterprises in any sector, legally constituted under the laws of Quebec or Canada and operating an establishment in Quebec.
- Social economy enterprises, including cooperatives and non-profit organizations, within the meaning of the Act respecting the social economy.
- Sole proprietors operating an individual business.
- Indigenous communities or nations recognized by the National Assembly.
- Applicants must be registered with the Registraire des entreprises du Québec.
Eligible expenses
- External consulting fees.
- Fees for internal specialists, including salary, benefits, and travel or accommodation expenses, up to the ceiling specified in the financial assistance agreement.
- Rental costs for measurement equipment.
- Purchase costs for measurement equipment used for the analysis, which becomes the participant’s property.
Ineligible Costs and Activities
- Costs of work completed and amounts committed under purchase orders issued before the effective date of the financial assistance agreement with the MELCCFP.
- Expenses incurred more than 30 days before submitting a complete application are not eligible.

Selection criteria
- Complete applications are accepted in chronological order of receipt while funds are available.
- Once the budget ceiling is reached, recovered sums are reassigned to projects with the best efficiency.
How to apply
- Use the latest Description de l’analyse template and the most recent program documents available online.
- Complete the original financial assistance application form, tabs 1 and 3.1, in Excel format.
- Prepare a PDF version of the financial assistance application form signed by the authorized signatory.
- Obtain the accredited agent’s signature on the Description de l’analyse and assemble any supporting documents.
- Email the application package to transitionenergetique.affaires@mern.gouv.qc.ca.
Processing and Agreement
- The ministry confirms receipt of the application in writing, identifies any missing documents, and confirms the complete-file receipt date once all required documents have been submitted.
- After receiving a complete application, the ministry evaluates the file, may request clarifications, and sends a letter announcing the maximum financial assistance if the application is accepted.
- The financial assistance agreement is then signed by the participant and the ministry.
- After the Investigation report is validated, the ministry confirms the payment for the Investigation phase and may adjust the assistance according to program terms.
- After the Transfer report is validated, the ministry confirms the payment for the Transfer and Continuous follow-up phases; the first annual follow-up report is due within 14 months of the Transfer report, and the second annual follow-up report and eligible-cost invoices are due within 26 months.
