Overview of the Programme to support the development of agriculture and agri-food in the regions program

The Programme d’appui au développement de l’agriculture et de l’agroalimentaire en région aims to support regional projects that contribute to the adaptation and development of agriculture and agri-food sectors, with funding covering up to 70% of eligible costs, not exceeding $50,000 per project. Eligible activities include projects addressing regional issues, innovations in agricultural practices, and integration support for new agricultural producers.

Eligible projects & activities

  • Projects promoting regional agri-food products and increasing the purchase of Quebec food products.
  • Initiatives focused on innovation and testing new agricultural practices or adapted technologies.
  • Programs supporting the integration and training of new or future agricultural producers.
  • Activities facilitating knowledge transfer to farmers, such as demonstrations of adapted production techniques, equipment, crops, or livestock.
  • Projects encouraging membership in agricultural equipment cooperatives or workforce replacement cooperatives to enhance farm performance.

Eligibility criteria of the Programme to support the development of agriculture and agri-food in the regions program

  • The project must contribute to the development of agriculture and agri-food in accordance with regional priorities.
  • The application must be complete and include all required documents specific to the selected measure.
  • The applicant must submit the application before February 15, 2026, or until available funding is exhausted.

Who is eligible?

  • Regional agricultural businesses
  • Enterprises in the agri-food sector
  • New and future agricultural producers
  • Farm operators participating in innovation or training activities
  • Organizations promoting Quebec food products in the regions

Who is not eligible

  • Applicants whose investment or project activities are not located in an agricultural zone as defined by the Act respecting the preservation of agricultural land and agricultural activities (L.R.Q. c. P-41.1), unless the enterprise is located on an Indian reserve, in the Îles-de-la-Madeleine, or in the territory east of the Moisie River and Anticosti Island.
  • Applicants who do not comply with the program's regulatory requirements, including environmental regulations.
  • Applicants under insolvency proceedings, including those who have made a proposal to creditors, are subject to receivership or liquidation orders, or are insolvent or on the verge of insolvency under applicable bankruptcy and insolvency laws.

Eligible expenses

  • Operating expenses of regional agri-food consultation tables (up to 70%).
  • Admissible expenses related to specific projects targeting regional challenges (up to 50%).
  • Admissible expenses for the realization of structuring regional projects with regional partners (up to 50%).
  • Admissible expenses for innovation projects in agricultural enterprises, including testing and implementation of new practices or technologies (up to 50%).
  • Admissible expenses for demonstration projects to publicize new production techniques or agricultural instruments (up to a set amount).
  • Admissible expenses for agricultural succession projects to support the integration of new agricultural producers (up to 70%).
  • Purchase of new equipment and materials (must be made in Quebec unless an exemption is granted).

Eligibility criteria of the Programme to support the development of agriculture and agri-food in the regions program

  • Compliance of projects with regulatory requirements related to the environment.
  • Priority given to projects generating the highest number of direct jobs.
  • Contribution of the project to achieving the results objectives set by the Ministry.
  • Submission of a work plan or business plan including measurable objectives with appropriate indicators and planned actions.
  • Annual or final project report demonstrating activities and results based on agreed indicators.
  • Analysis of the project's environmental influence.

Await eligibility assessment and decision
  • Wait for the regional department team to assess the eligibility of your application
  • Approved applications are evaluated based on program objectives and available funds

Appeal decision if refused
  • If you disagree with the decision, submit a written appeal to the Review Committee within 30 days of the refusal notice

Additional information

  • Applications are accepted on a rolling basis until February 15, 2026, or until available funding is exhausted, whichever occurs first.
  • Only complete applications with all required documents will be processed, and an automatic acknowledgement of receipt will be sent.
  • Applicants are responsible for ensuring they receive the acknowledgement of receipt and should check their spam folder if necessary.
  • Applicants have the right to appeal an evaluation decision within 30 days of receipt by submitting a revision request form (forthcoming).
