- The applicant must be an agricultural enterprise duly registered with MAPAQ in accordance with the applicable regulations.
- The applicant can be an agri-food enterprise with an annual revenue of less than $5,000,000 at the time of the funding application.
- The applicant can be an organization such as a municipality, regional county municipality (MRC), regional conference of elected officials (CRE), local development council (CLD), consultation table, watershed committee, federation, association, cooperative, social economy enterprise, union, conservation action group, or another organization recognized by the regional office.
- The applicant can be a group of agricultural or agri-food businesses, or a grouping of organizations recognized by the Minister.
- The project must comply with environmental regulatory requirements.
- Only new equipment and materials are eligible for financial support, with preference for Quebec content.
- For agricultural production-related capital investments, the business must be located in designated agricultural zones, on an Indian reserve, the Îles-de-la-Madeleine, or the territory east of the Moisie River and Anticosti Island.
- Projects must contribute to the strategic objectives and priorities set by the Direction générale des affaires régionales.

- Applicants whose investment or project activities are not located in an agricultural zone as defined by the Act respecting the preservation of agricultural land and agricultural activities (L.R.Q. c. P-41.1), unless the enterprise is located on an Indian reserve, in the Îles-de-la-Madeleine, or in the territory east of the Moisie River and Anticosti Island.
- Applicants who do not comply with the program's regulatory requirements, including environmental regulations.
- Applicants under insolvency proceedings, including those who have made a proposal to creditors, are subject to receivership or liquidation orders, or are insolvent or on the verge of insolvency under applicable bankruptcy and insolvency laws.

Submission of the request
- Requests must be addressed in writing to a regional office of the Ministry.
- Sign a financial aid agreement, a letter of offer, or a meeting report that includes a clause accepting the program's conditions.

Analysis of requests
- Eligible requests will be analyzed by the person or committee designated by the regional director.
- Projects will be assessed based on their alignment with the program's objectives.

Challenging a denial
If refused, submit a written appeal to the Review Committee under the responsibility of the regional director within thirty days of the notification of refusal.

Budget commitment
- Obtain a written budget commitment or a letter of offer from the regional Ministry office before the start of the work.
- Meet the deadline for the execution of expenses related to the project.

Reports and verifications
- Send a report confirming the expenses incurred and the appropriate supporting documents to the Ministry.
- Allow the Ministry to verify on-site the fixed assets and the expenses incurred if necessary.

Disbursement of financial aid
The financial aid will be disbursed once the project is completed in accordance with the program conditions and the recommendations from the interview report, if applicable.
