Overview of the PADAAR — Measure 4021 – Promotion of regional products program
The PADAAR - Measure 4021: Promotion of Regional Products offers up to $50,000 per project to support collective initiatives and events that increase the purchase of Quebec food products in regional markets. Eligible activities include promotional campaigns, events, and projects designed to mobilize partners and encourage consumers to prioritize local agri-food products.
Financing terms and conditions
- Non-repayable financial assistance covering up to 50% of eligible project expenses.
- Maximum financial aid of $50,000 per project.
- The minimum eligible expenditures required for application submission is $2,000.
Eligible projects & activities
- Collective projects promoting Quebec regional food products to increase local consumer purchases.
- Organization or support of events that showcase and encourage the consumption of regional agri-food products.
- Initiatives that mobilize regional partners in collaborative efforts to prioritize Quebec food products among consumers.

Eligibility criteria of the PADAAR — Measure 4021 – Promotion of regional products program
- The applicant must be either a grouping of agricultural operations or an organization recognized by the Ministry of Agriculture, Fisheries and Food of Quebec.
- The project must be directly related to the Ministry's mission or priorities.
- For mobilization projects, the initiative must have a collective impact involving at least three businesses.
- The application must be complete and include all required documentation as specified by the program.
Who is eligible?
- Groups of agricultural operations
- Organizations recognized by the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation
Who is not eligible
- Companies involved in the production, transformation, sale, or service provision related to recreational cannabis or cannabis products not approved by Health Canada (excluding industrial hemp).
- Organizations involved with additional cannabis products such as food ingredients, processed foods, topical products, concentrates, tinctures, and capsules derived from cannabis.
Eligible expenses
- Professional and contractual fees.
- Pro-rated salaries and corresponding benefits for personnel directly dedicated to the project.
- Travel and accommodation expenses within government rates for project-related activities.
- Design and production costs for promotional materials.
- Media placement costs (excluding social media).
- Animation and conference fees.
- Rental costs for rooms and audiovisual equipment.
- Website design or redesign expenses.
- Rental of a collective promotional booth at trade shows.
- Bus rental for networking activities.
- Administrative costs up to 15% of other eligible project expenses.

- Submit your application at least 60 days before the activity

Confirm receipt of application
- Ensure receipt of automatic confirmation; check spam if needed
- Follow up if confirmation is not received

Application review and evaluation
- Wait while the Ministry reviews your application for eligibility and relevance
- Your project will be evaluated on criteria such as structuring effect, technical and financial feasibility, and project impact
Additional information
- Applications are accepted continuously until February 15, 2026, or until available credits are exhausted, whichever occurs first.
- Supporting documentation such as a forecasted list of affected enterprises and authorization documents may be required with the application.
- Only complete applications with all required documents will be processed.
- Applicants can appeal a decision within 30 days of its communication by filling out a revision request form.
