Overview of the Celebration and Commemoration Program program
The Celebration and Commemoration Program – Reopening Fund provided up to $100,000 for eligible activities such as commemorative events, gardens, monuments, and educational initiatives. Its purpose was to support Canada’s recovery from the COVID-19 pandemic by fostering community participation, honouring pandemic response efforts, and revitalizing local economies.
Financing terms and conditions
- Funding for commemorative gardens or monuments not exceeding $100,000 per project.
- Projects must be free of charge and non-commercial in nature.
- For funding requests over $1,000,000, applicants must contact the program directly before submission.
Eligible projects & activities
- Organizing commemorative or celebratory events that encourage public participation related to Canada’s response to COVID-19.
- Establishing commemorative gardens or monuments (project limits apply).
- Creating educational or awareness materials, exhibits, or documentaries marking the pandemic’s impact and response.

Eligibility criteria of the Celebration and Commemoration Program program
- The applicant must be a Canadian not-for-profit organization, corporation, trust, cooperative, or unincorporated association.
- Canadian for-profit organizations may apply if the proposed projects are non-commercial in nature.
- Canadian educational institutions are eligible.
- Canadian provincial/territorial or municipal governments, Indigenous governments (or equivalent authority), or other municipal, provincial or territorial institutions may apply.
- The project must be free of charge, open to the general public, and support the revival of local economies or commemorate the impact of the COVID-19 pandemic in Canada.

- Canadian not-for-profit organizations
- Canadian for-profit organizations (for non-commercial projects)
- Canadian educational institutions
- Canadian provincial, territorial, and municipal governments
- Indigenous governments or equivalent authorities in Canada
Who is not eligible
- Private individuals or sole proprietorships.
- Political parties.
- Federal government departments, institutions, and portfolio agencies.
Eligible expenses
- Design and production of educational and awareness materials, exhibitions or documentaries.
- Development of gardens or commemorative monuments (up to $100,000).
Eligible geographic areas
- Organizations located anywhere in Canada.
