The Efficient Solutions Program helps Québec businesses and organizations improve the energy performance of commercial, institutional, industrial and agricultural buildings, with funding of up to $60,000 for energy analyses and up to 90% of eligible costs for some equipment projects. Eligible activities include energy analyses, efficient equipment and systems, and demand response measures.

Activities funded

Documents Needed

  • Energy analysis proposal form.
  • Completed OSE files, including the Confirmation of the realization of the Project, for Simplified Option submissions.
  • Copies of all equipment purchase, installation or programming receipts or invoices for each implemented measure.
  • Notice of participation – Aggregator, signed by each client, if applicable.
  • A measurement plan for Customized Option projects, and an electricity bill for the period before submission if the completed project involves an existing building served by a municipal or cooperative system.

Eligibility

Who is eligible?

  • Businesses and organizations located in Québec.
  • Businesses that use one or more buildings for commercial, institutional, industrial or agricultural activities.
  • Applicants whose electricity is supplied by the Hydro‑Québec grid or through an eligible off-grid, municipal or cooperative system.
  • A partner may submit a project on behalf of a customer that has mandated it for this purpose.
  • An aggregator may submit a project on behalf of its customers.

Eligible expenses

  • Purchase costs of new energy-efficient equipment certified or approved by recognized independent bodies or Hydro-Québec.
  • Installation costs of new energy-efficient equipment certified or approved by recognized independent bodies or Hydro-Québec.
  • Purchase costs of new equipment for demand response measures, certified or approved by recognized independent bodies or Hydro-Québec.
  • Installation or programming costs related to energy efficiency or demand response measures implemented in the project.

Ineligible Costs and Activities

  • Projects that are required only to comply with Québec or Canada laws, regulations or standards.
  • Projects or measures that have a negative impact on health, safety or the environment, or that contravene a law or regulation.
  • Measures that were already covered by a project submitted to Hydro‑Québec within the five years following the earlier project’s completion date.
  • Electricity production projects, except eligible photovoltaic panels.
  • DLC Standard‑certified light fixtures and AHRI‑certified heat pumps.

How to apply

  • Explore the relevant program component and read the applicable Participant’s Guide and Conditions and Undertaking.
  • For the Simplified Option or the Farming component, use the OSE tool to choose eligible measures and calculate the financial support.
  • For the Energy Analysis component, download and complete the energy analysis proposal form, then send it to the email address shown on the form.
  • For the Customized Option, send in your project; if it is eligible, Hydro‑Québec will email you a project proposal form.
  • For the Simplified Option and the Farming component, submit your application with the OSE tool once the products, equipment or systems are installed.
  • For the Customized Option, submit the required documents after the work is complete to present the final project to Hydro‑Québec.

Processing and Agreement

  • Hydro‑Québec will acknowledge receipt of a submitted project and assess its compliance.
  • Hydro‑Québec may request additional information or other supporting documents after submission.
  • For the Energy Analysis component, Hydro‑Québec evaluates the proposal and confirms whether the project is approved.
  • For the Customized Option, if the submitted project is eligible, Hydro‑Québec sends a project proposal form by email.
  • After compliance or eligibility is confirmed, Hydro‑Québec issues the approved financial support payment.

  • One company can submit a single application covering multiple buildings.
  • The OSE tool is a Windows-based PC application that lets applicants confirm the eligibility of measures, estimate potential financial support and submit a request.
  • Partners generally receive incentive compensation while their customer receives the financial support.
  • Aggregators submit projects on behalf of their customers and receive both the financial support and the incentive compensation.
