Eligibility
Who is eligible?
- Businesses or organizations located in Québec
- Businesses that use one or more buildings for commercial, institutional, industrial or agricultural activities
- Partners that submit a project on behalf of a customer who has mandated them for that purpose
- Aggregators that submit projects on behalf of their customers
Who is not eligible
- Aggregators are not eligible for the Energy Analysis component
- Businesses subject to Rate G or Flex Rate G are not eligible for the Customized Option of the Medium and Large Businesses component
Eligible expenses
- Purchase and installation costs for equipment and systems that improve building energy performance
- Eligible costs, including in-house labour, for energy analyses aimed at energy efficiency measures or at energy efficiency and demand response measures
- For Customized Option projects, measurement and engineering costs
- For Customized Option projects, plans and specifications, internal labour, and approved hazardous-material handling costs
Ineligible Costs and Activities
- DLC Standard-certified light fixtures are not eligible.
- AHRI-certified heat pumps are not eligible.
- Under the Energy Analysis component, proposals that cover only demand response measures are not eligible.
- Under the Customized Option, demand response measures are not eligible.
- Under the Customized Option, photovoltaic panel measures are not eligible.

How to apply
- Review the applicable eligibility requirements, Participant’s Guide, and Conditions and Undertaking before starting the project.
- For the Simplified Option, use the OSE tool to choose predefined measures and estimate the financial support.
- For the Simplified Option, submit the application through the OSE tool once the equipment or system has been installed.
- For the Customized Option, send in your project; if it is eligible, Hydro‑Québec will email you a project proposal form.
- For the Energy Analysis component, download and complete the proposal form, then send it to the email address indicated on the form.
Processing and Agreement
- After submission, Hydro‑Québec acknowledges receipt of the project, assesses its compliance, and may request additional information.
- For the Customized Option, if the initial project submission is eligible, Hydro‑Québec sends a project proposal form by email.
- Hydro‑Québec may request additional supporting documents, visit the project site, approve the project, or revise the financial support if the completed work is not compliant.
- To receive payment, the participant or aggregator must send an original invoice within 30 days after receiving the billing request; Word or Excel invoices must be converted to PDF.
- About 45 days after receiving a compliant original invoice, Hydro‑Québec pays the approved financial support.

- The program has four components: Energy Analysis, Small Businesses, Medium and Large Businesses, and Farming.
- The OSE tool is a Windows-based PC application used in the Simplified Offer.
- Since March 31, 2026, OSE 6.0 has replaced OSE 5.1.
- The OSE tool includes more than 200 predefined measures.
