Overview
This funding program supports tourism businesses in Baie-James with non-repayable contributions of up to $200,000 for attractions, activities and equipment projects. It finances construction, expansion and improvement of tourist infrastructures, modernization of attractions and equipment, and development of new or enhanced visitor experiences.

- Projects that consolidate, implement, expand or modernize tourist attractions, equipment or activities to enhance the visitor experience.
- Studies, diagnostics, advisory mandates and individual business support to improve practices, skills, customer service, digital capacities and sustainable initiatives.
- Development of routes, circuits and thematic products that structure and diversify the regional tourism offer over multiple years.
- Digital development projects focused on the customer experience, such as implementing reservation systems, payment terminals or interactive applications.
Documents Needed
- Official application form completed and signed in Excel format.
- Project business plan including required authorizations, attestations, certificates or permits.
- Most recent financial statements for the last two years, if required.
- Board resolution mandating the signatory for the funding application.
- Confirmation of financial partners, if available.
Eligibility
- The applicant must be legally constituted under Quebec or Canadian law and conduct business in Quebec.
- The project and promoter must be established in the Baie-James tourism region (Chapais, Chibougamau, Lebel-sur-Quévillon, Matagami, or Eeyou Istchee Baie-James).
- The applicant must be a tourism-focused organization (for-profit, non-profit, cooperative, municipal entity, Indigenous community/nation, or eligible association) and have met obligations from any previous subsidies.
- Tourist accommodation establishments must comply with applicable laws and regulations and hold a valid registration/establishment number.
- Nature and adventure tourism businesses must comply with, or commit to comply with, the Aventure Écotourisme Québec Qualité-Sécurité program standards.
Who is eligible?
- Tourism businesses operating on the Baie-James territory.
- For-profit tourism enterprises.
- Non-profit tourism organizations and cooperatives.
- Municipal entities within the Baie-James region.
- Indigenous communities, nations and Indigenous tourism enterprises, as well as eligible regional tourism associations.
Who is not eligible
- Quebec and Canadian government ministries, agencies and state-owned enterprises.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the francization process of the Office québécois de la langue française.
Eligible expenses
- Construction, expansion, reconstruction, adaptation, improvement or replacement of tourism infrastructures and equipment, including specialized equipment, furniture and development of land and trails.
- Acquisition and installation of equipment and rolling stock (e.g. boats, vehicles) dedicated to enhancing the visitor experience, including certain worker accommodation if not the main project cost.
- Professional fees for design, engineering, technical staff, project management, studies and business plans, including eligible pre-application work.
- Consulting and professional fees for studies, diagnostics, individual business support and advisory services to improve business practices and skills.
- Net taxes related to eligible costs, reasonable contingencies, surveying and site quality control, and costs linked to integrating sustainable practices or artworks in line with provincial policy.

- Baie-James tourism region, including the cities of Chapais, Chibougamau, Lebel-sur-Quévillon and Matagami.
- Territory of the Eeyou Istchee Baie-James Regional Government.
- Applicants must be doing business in the province of Quebec.
Selection criteria
- Alignment of the project with the objectives of EPRTNT 2025-2027.
- Structuring impact, including attractiveness, regional reach, benefits, partnerships, job creation and season extension.
- Innovative nature and quality of the concept, products and services.
- Sound financial structure and project feasibility, including schedule, marketing strategy and promoter expertise.
- Tourism relevance, consideration of regional priorities and integration of sustainable development principles.
How to apply
- Step 1: Initial Contact
- Contact the designated project officer at Tourisme Baie-James by phone or email.
- Request the self-evaluation form and official financial assistance application form.
- Step 2: Mandatory Meeting
- Hold a mandatory meeting with the Tourisme Baie-James team before filing the project.
- Clarify project eligibility and confirm required documentation.
- Step 3: Prepare Application
- Complete the self-evaluation and funding application forms.
- Gather all required supporting documents (plans, financial statements, resolutions, attestations, etc.).
- Step 4: Submit Application
- Send the completed forms and all required documents by email to the specified Tourisme Baie-James address.
- Ensure the file is complete, as incomplete applications will not be analyzed.
Processing and Agreement
- Continuous intake of projects, with analysis carried out according to predefined evaluation periods.
- Verification that the application file is complete; an incomplete file will not be analyzed.
- Evaluation of projects by the ATR according to the established criteria and the program objectives.
- Signature of a contribution agreement, in the event of approval, before any payment is made.
Additional information
- Projects can be submitted continuously until October 31, 2026 or until funds are exhausted.
- A mandatory meeting with Tourisme Baie-James must be held before submitting the project.
- Incomplete applications will not be analyzed by Tourisme Baie-James.
- The financial assistance provided is a non-repayable contribution.
