The Tourisme Baie-James — EPRTNT – Festivals and Events grant offers a maximum funding of $50,000 to support regional festivals and events that drive economic development and tourism in a responsible and sustainable manner. Eligible activities include projects that enhance visitor engagement and promote innovative, environmentally respectful practices.
Financing terms and conditions
- The financial assistance offered is a non-repayable financial contribution.
- The total project costs must include at least 10% of eligible costs for the festival or event.
- The maximum financial assistance provided is $50,000.
- For for-profit organizations (OBL), the aid will not exceed 50% of eligible costs.
- For non-profit organizations (OBNL) and cooperatives, the aid may cover up to 80% of eligible costs, given proof that attempts to secure other funding were unsuccessful.
- The financial contribution cannot replace existing programs and should not have received aid from the ARBJ.
- The promoter’s funds, including partner support and private sponsorships, cannot be from sources counted towards total government aid, asset transfers, or as a contribution in goods and services.
- The cumulative government financial aid is comprised of contributions from municipal entities and government bodies of Quebec and Canada.

Eligibility
- The applicant must be a legally constituted tourism enterprise under the Quebec or Canadian government laws.
- The applicant must operate within the Quebec region, specifically in the cities of Chapais, Chibougamau, Lebel-sur-Quévillon, and Matagami, or the Eeyou Istchee Baie-James government region.
- The applicant must be one of the following: a for-profit organization, a non-profit organization (OBNL), a cooperative, a municipal entity, a recognized Indigenous community or nation, or a consortium of these groups.
- If previously funded, the applicant must have fulfilled all commitments to the partners of past funding allocations.
- The applicant's project must be a festival or event that attracts significant visitor attendance, contributing to regional tourism activity.
- The applicant must comply with current laws and regulations concerning tourism establishments, including holding a valid registration number where applicable.
- Tourism businesses related to nature and adventure must comply with or initiate compliance with the Qualité-Sécurité d'Aventure Écotourisme Québec standards.
- Entities such as state corporations, government ministries, and organizations from Quebec and Canada are not eligible.
- The applicant must not be listed in the registry of companies not eligible for public contracts or those non-compliant with the Quebec language policy.

- State-owned enterprises and ministries and agencies of the Quebec and Canadian governments.
- Companies registered in the register of enterprises ineligible for public contracts.
- Companies not compliant with the French language francization process mandated by the Office québécois de la langue française.

- Administrative costs.
- Operational costs.
- Programming costs.
- Promotion, marketing, and communication costs.
- Site and facility management fees.
- Costs of products intended for resale.
- Travel expenses, general expenses, wages, and benefits of human resources related to the event.
- Sponsorships of goods and services when audited (limited to 50% of total eligible costs).
- Net taxes (excluding the reimbursed portion) related to eligible costs.

- La pertinence (clientèle significativement touristique et sa diversification, marché, concurrence, qualité de l'offre, stratégie de marketing, maillage, etc.).
- La faisabilité (échéancier, stratégie de marketing, qualité du plan d'affaires ou du devis d'études, expertise du promoteur).
- La prise en compte des principes de développement durable.
- La pertinence touristique du projet et la prise en compte des priorités régionales.
How to apply

Preliminary Meeting
- Organize a mandatory meeting with the Baie-James Tourism team and the promoter.
- Ensure that all necessary documents are prepared for the project submission.

Compilation of documents
- Fill out the EPRTNT financial aid application form for the Baie-James region.
- Gather the required documents such as the event schedule, the most recent event report, financial statements, and proof of funding.
- Plan for a resolution from the board of directors authorizing the signatory.

Transmission of the request
- Send the completed form and required documents by email to olafoudah@tourismebaiejames.com.
- Check that all documents are complete to avoid deferral to the next analysis period.

- The financial assistance provided is a non-repayable contribution.
