- The applicant must be a legally constituted company or a group of related companies (corporation or cooperative), either as an artist management company specializing in music or humor, or as an active music publishing company within the last 24 months.
- The company’s head office and main place of business must be in Quebec, with majority legal and de facto control held by Canadian citizens or permanent residents with tax residency in Quebec.
- For artist management companies: at least 60% of total expenses over the past two financial years must be dedicated to management activities, with at least two Quebec artists under management contracts (excluding shareholder artists).
- For music publishing companies: at least 60% of total expenses over the past two financial years must be dedicated to music publishing activities, with at least three Quebec songwriter/composer exclusivity contracts (excluding shareholder artists) or effective control over an active Quebec music catalogue as defined by the program.
- The company must have generated a minimum of $50,000 in independent (non-subsidy) revenues in the most recent completed financial year and must meet minimum investment levels specific to its activity (management or publishing).

- Digital marketing, including social media campaigns, online content placement, search engine optimization, and structuring online metadata.
- Production of promotional materials related to artist branding (e.g., merchandise).
- Expenses related to the placement of Quebec musical works (e.g., synchronization activities).
- Costs of launch activities (excluding live show launches).
- Subscription fees for industrial data analytics applications.
- Salaries and social benefits directly linked to commercialization, marketing, and promotion roles (such as public relations, graphic design, social media managers, communications, marketing, and data structuring for discoverability).
- External professional fees related to commercialization, marketing, and promotion (including consultants in public relations, design, marketing strategy, media relations, and digital discoverability).
- Administrative expenses directly tied to management or music publishing services (e.g., salaries or fees not related to promotion, audio demo production costs, registration fees for professional trade shows or conferences, representation fees for managers, internal expenses managing rights for publishing companies).
- Any other pertinent and necessary expenses supporting the above management and publishing activities, including costs associated with digital platforms and social networks within Quebec.
