Documents Needed
- Duly completed and signed application form in the required format.
- Complete business plan for the project, including required permits and authorizations.
- Financial statements for the last two financial years, where applicable.
- Projected financial statements for three years after project completion, or equivalent project revenue and expense document.
- Board or council resolution authorizing the funding application and project commitments, plus applicable attestations (OQLF, cultural policy, certifications).
Eligibility
- The applicant must be a legally constituted organization under Quebec or Canadian law doing business in Quebec.
- The project and promoter must be established in the Baie-James tourist region, including Chapais, Chibougamau, Lebel-sur-Quévillon, Matagami and Eeyou Istchee Baie-James.
- The project must improve or develop accommodation to structure the territory, address an accommodation deficit, raise quality, extend operating periods or add services for tourists.
- The project must present minimum eligible costs of $25,000.
- The applicant must have respected prior commitments toward partners for any previous subsidy and comply with laws and regulations applicable to tourist accommodation, including holding a registration number.
Who is eligible?
- For-profit tourism businesses.
- Non-profit tourism organizations.
- Tourism cooperatives.
- Municipal entities.
- Indigenous communities, nations and Indigenous tourism enterprises.
Who is not eligible
- Provincial and federal Crown corporations, ministries and government agencies.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Businesses not compliant with the Office québécois de la langue française francization process.
Eligible expenses
- Construction, expansion, reconstruction, adaptation, conversion or replacement of tourism infrastructures or equipment.
- Construction and equipment costs that enhance attraction capacity or workforce retention, including staff accommodation when not the main cost.
- Professional, technical and consulting fees for project design, engineering, management, monitoring, reporting and preparatory studies (including business plans and sustainable development plans).
- Development, layout and enhancement of land and trails; purchase and installation of specialized equipment and furniture; acquisition of boats or visitor-dedicated rolling stock; acquisition of required land, servitudes and rights of way.
- Costs related to integrating sustainable practices and climate adaptation measures, site surveying and quality control, net taxes on eligible costs, contingency (up to 15%) and integration of artworks under the provincial policy.

- Organizations legally constituted under Quebec or Canadian law and carrying out business activities in Quebec.

- Alignment with the objectives of the EPRTNT 2025-2027 agreement.
- Structuring impact, including attraction power, regional benefits, partnerships, job creation and season extension.
- Degree of innovation and quality of the concept, products and services.
- Financial structure and feasibility, including schedule, business plan, marketing strategy and promoter expertise.
- Tourism relevance, consideration of regional priorities and integration of sustainable development principles.
How to apply
- Step 1: Preliminary Contact
- Contact the designated project officer at Tourisme Baie-James to discuss the project and request the official application form.
- Schedule and attend the mandatory meeting with the Tourisme Baie-James team before submitting the project.
- Step 2: Prepare Application
- Complete the self-assessment and financial assistance application forms.
- Compile all required supporting documents, including business plan and financial statements.
- Step 3: Submit Application
- Send the completed forms and all required documents by email to the specified Tourisme Baie-James contact.
Processing and Agreement
- Projects are received continuously and analyzed in specific evaluation periods as indicated on the Tourisme Baie-James website.
- Applications that are incomplete are not analyzed.
Additional information
- Projects can be submitted on an ongoing basis until October 31, 2026 or until funds are exhausted.
- An obligatory meeting with Tourisme Baie-James must be held before submitting the project.
- Incomplete applications will not be analyzed.
- The current funding cannot replace an existing financial assistance program and cannot come from ARBJ subsidies.
