The "Tourisme Baie-James — EPRTNT – Digital development of a company" grant offers up to $50,000 to support the digital transformation of tourism businesses, aiming to enhance virtual interactions with clients. Eligible activities include implementing digital applications like payment kiosks and reservation systems to improve customer experience.

Activities funded

  • Implementation of digital business solutions for increasing virtual or digital interactions with clients.
  • Establishment of digital applications such as payment kiosks, virtual cards, reservation systems, welcome kiosks, or delivery robots.

Eligibility

  • The applicant must be a legally constituted entity under the laws of Quebec or Canada and must operate in Quebec.
  • The project must be located, and the promoter must be established in the Baie-James tourism region, which includes the cities of Chapais, Chibougamau, Lebel-sur-Quévillon, Matagami, and the Eeyou Istchee Baie-James Regional Government area.
  • The project must increase digital interactions with clients and enhance the client experience through technological solutions.
  • The applying entity can be a for-profit organization, a non-profit organization, or a cooperative.
  • Municipal entities, recognized Indigenous communities and nations, and Indigenous tourism organizations are eligible.
  • The organization must adhere to previous commitments to the partners if applicable and comply with current laws and regulations regarding tourist accommodation establishments.
  • Tourism businesses involved in nature and adventure sectors must adhere to or commit to the standards of the Adventure Ecotourism Quebec's Quality-Safety program.
  • The applicant must ensure no prior financial aid from the Ministère if a similar project is funded through a sectoral enterprise group.
  • The applicant must demonstrate that other potential funding sources have been sought unsuccessfully to qualify for full support percentages.

  • Profit-oriented tourism organizations.
  • Non-profit tourism organizations.
  • Cooperatives engaged in tourism.
  • Municipal entities, such as municipalities, cities, villages, etc.
  • Recognized Aboriginal communities and nations, and associated tourism organizations.
  • Collaborative groups formed by the aforementioned eligible types.

Who is not eligible

  • State corporations and ministries or agencies of the Quebec and Canada governments.
  • Companies listed in the register of enterprises ineligible for public contracts.
  • Enterprises not complying with the francisation process of the Office québécois de la langue française.
  • Enterprises if the Minister finances a similar project with a sectoral business group, such as a sectoral tourism association (ATS).

Eligible geographic areas

  • The cities of Chapais, Chibougamau, Lebel-sur-Quévillon, and Matagami.
  • The Government regional territory of Eeyou Istchee Baie-James.

Selection criteria

  • The project aligns with the objectives of the Entente de Partenariat Régional et de Transformation Numérique en Tourisme (EPRTNT).
  • The project has a structuring character, considering factors such as attraction potential, scope, impact, collaboration with other partners, job creation, and season extension.
  • The innovative nature of the project is assessed.
  • The quality in terms of concept, products, and services is evaluated.
  • The project's financial structure and overall financial planning are examined.
  • The relevance is determined by aspects such as the significantly tourist customer base, market, competition, quality of offer, marketing strategy, and networking.
  • Feasibility regarding the timeline, marketing strategy, quality of the business or study plan, and promoter's expertise is considered.
  • Consideration is given to adherence to sustainable development principles.
  • Consideration is given to regional priorities and the relevance in terms of tourism.

How to apply

Mandatory preliminary meeting

  • Contact the Baie-James Tourism team to plan and hold a mandatory meeting before the project submission.
  • Check that all necessary documents are completed and ready for submission.

Preparation of the required documents

  • Fill out the EPRTNT financial aid application form for the Baie-James region.
  • Prepare a detailed business plan for the project.
  • Complete the financial statements for the last two years and provide the organization's recent interim financial statements.
  • Produce projected financial statements for three years following the completion of the project (depending on the scope of the project).
  • Obtain a resolution from the board of directors (or equivalent) authorizing the signatory of the application.
  • Provide confirmation of financial partners, if available.
  • For the concerned businesses, provide a certificate or indigenous certification, as well as the documentation for the Quality-Safety Adventure Écotourism Quebec program.

Additional information

  • Current funding cannot replace an already existing program.
  • Financial intervention offered is a non-repayable contribution.
  • The project must incur eligible costs of at least $2,500.
  • The maximum financial intervention amount is $50,000 and should not exceed 50% of eligible costs for a for-profit organization (OBL) and 80% for a non-profit organization (OBNL) or cooperative.
  • The promoter's funding, including from partners, cannot come from sources considered in the accumulation of government assistance, asset transfers, or contributions in goods and services.
  • Government financial assistance accumulation comprises contributions from municipal entities and all ministries and organizations of the Quebec and federal governments.
