  • Land, building, installation, bandwidth, and server-room costs
  • Recurring solution costs, sales commissions, and video game or technology infrastructure development
  • Marketing, advertising, legal fees, cost overruns, and lobbyist compensation
  • Projects already completed or already underway when the application is filed
