- Organizations active in gambling, games of chance, violent games, combat sports involving living beings, sexual exploitation, or production/distribution of tobacco or drugs.
- Applicants listed in the Register of Enterprises Ineligible for Public Contracts (RENA) or who have defaulted on previous government financial obligations in the last two years.

- Fill out the official financial assistance application form provided by the Ministry of Economy, Innovation and Energy.
- Step 2: Prepare Required Documentation

- Certificate of francisation, or alternative documentation issued by the Office québécois de la langue française (OQLF) if applicable (attestation of registration, analysis receipt, or attestation of implementation).
- Declaration of conformity with the Employment Equity Program if your business has more than 100 employees and is requesting $100,000 or more.
- Financial statements for the previous two years.
- Certificates of compliance for products with IGP or valorizing terms (when relevant).
