La subvention ÉcoPerformance et Bioénergies vise à soutenir les consommateurs de combustibles fossiles du secteur des affaires au Québec dans leurs efforts pour réduire les émissions de gaz à effet de serre par le financement de projets liés à la consommation et à la production d'énergie, ainsi qu'à l'amélioration des procédés. L'aide financière maximale accordée est spécifiée dans une convention d'aide financière, qui inclut toutes les mesures admissibles et correspond au montant maximal pouvant être versé pour des activités d'analyse, de management de l'énergie, et d'implantation de projets.

L’aide financière couvre jusqu’à 50 % des dépenses admissibles pour l’analyse d’un projet de conversion à la bioénergie.
Le montant maximal accordé est de 25 000 $ par site pour les petits et moyens consommateurs d’énergie et de 50 000 $ par site pour les grands consommateurs d’énergie.
Le versement s’effectue en deux paiements : un premier paiement équivalant à 50 % de l’aide financière accordée après présentation du bon de commande signé, puis un second paiement après validation du rapport d’analyse et des documents requis.

Exploiter un site situé au Québec.
Consommer des combustibles fossiles et s'engager à en réduire la consommation de façon mesurable et durable par un projet de conversion à une bioénergie.
Œuvrer dans l’un des secteurs suivants : commercial, institutionnel, municipal, industriel, manufacturier, agricole ou agroalimentaire.
Être un petit ou moyen consommateur d’énergie (consommation inférieure à 36 000 gigajoules (GJ) par année) ou un grand consommateur d’énergie (consommation supérieure ou égale à 36 000 GJ par année).

Preparation of documents

Prepare the Project Plan signed by a member in good standing of the OIQ.
Prepare the Monitoring Plan signed by a member in good standing of the OIQ.
Complete the Financial Assistance Application Form (tabs 1 to 3).
Obtain a version signed by the authorized signatory of the company for tab 1 of the Financial Assistance Application Form.
Collect any other documents to support the application.
For large industrial projects, prepare a comprehensive business plan for the overall project.

Submission of a complete application

Send the documents prepared by email to the address: transitionenergetique.affaires@mern.gouv.qc.ca.
Receive an automatic acknowledgment of receipt from the MELCCFP.

Assessment of the request

The MELCCFP evaluates the content of the application and may request clarifications.

Confirmation of the data

Check the accuracy of the data transmitted using the document Confirmation conditions implantation received by email.
Correct any inaccurate information in collaboration with the program officer.

Announcement of the financial aid agreement

Receive a letter announcing the amount of the maximum financial aid granted.

Signing of the financial aid agreement

Sign the financial assistance agreement by the authorized signatory.
Send the read and signed copy to the MELCCFP by email.
Receive the signed copy from the MELCCFP.

First payment

Submit the detailed cost report along with the relevant invoices and cost notes.
Send a copy of the initial purchase orders for the project.
Update and submit the Monitoring Plan, if applicable.

Progress Report (optional)

Document a summary portrait of the work completed and upcoming if more than 50% of the work is completed.

Second payment

Submit the Progress Report, the Detailed Cost Report with invoices, and the updated Monitoring Plan.

Functioning Report

Submit the commissioning report signed by an engineer who is a member of the OIQ.

Third payment

Receive the payment after validation of the Commissioning Report and the associated documents.

Measurement

Carry out the measurements according to the established Monitoring Plan.

Project Report

Write and submit the Project Report, signed by a member of the OIQ.

Last payment

Receive the final payment after validation of the last submitted documents.

Annual Follow-up Report

Send the annual update report to the MELCCFP according to the engagement period.

Follow-up

Fill out and submit the simplified annual monitoring report to ensure compliance with contractual commitments.
