Summer Employment Program for Students (SEPS)
The Summer Employment Program for Students (SEPS) provides funding to private sector businesses and not-for-profit organizations in Newfoundland and Labrador to create summer employment opportunities for high school and post-secondary students. This program enhances students' work experience, preparing them for future participation in the labor market.
Detailed Guide to the Summer Employment Program for Students (SEPS)
The Summer Employment Program for Students (SEPS) is an initiative aimed at fostering the employment of young Canadians while providing invaluable work experience. Managed by the government of Newfoundland and Labrador, this grant program supports private sector businesses and not-for-profit organizations in creating summer job opportunities for students. By integrating high school and post-secondary employment programs, SEPS offers flexibility and streamlined processes for employers, ensuring students gain meaningful experience and develop significant career skills.
Objective of SEPS
The primary objective of SEPS is to facilitate the integration of students into the workforce through temporary summer employment. This experience is instrumental in honing skills that students will need in their future careers. The program also aims to support local businesses and not-for-profit organizations, providing them with a subsidy to hire young talent. Ultimately, SEPS nurtures a more skilled and adaptable workforce.

- Legally entitled to work in Canada.
- Not be an immediate family member of the employer as defined in the program's Terms and Conditions.
Students must directly apply to and be hired by the participating employer.

- Private Sector Employers: Eligible to receive a maximum subsidy of $3,000 per full-time equivalent approval.
- Not-for-Profit Organizations: Eligible to receive a maximum subsidy of $5,000 per full-time equivalent approval.
Employers have the flexibility to determine the number of students hired, as well as their working hours and the duration of employment, provided labor standards are maintained. All employment must conclude by September 2, 2024.
Application Process
The application process for SEPS involves several key steps:
Step 1: Register as a Government Vendor and Receive LaMPSS User ID
Employers must be registered as government vendors to receive payments. This registration is initiated by completing the Employer Registration. Upon registration, a LaMPSS user ID and password will be emailed to the provided address, enabling access to the LaMPSS system to complete online applications.
If an employer already possesses an active LaMPSS User ID and password, they can proceed directly to the application submission step.
Step 2: Submit Application
Employers must submit their applications online via LaMPSS after reviewing the Program Guidelines and adhering to the Terms and Conditions. Upon submission, employers can track their application's progress by logging into their LaMPSS account. Notification of the decision will be sent by email within 35 business days of a complete application submission. Employers will receive an official approval letter outlining the total subsidy amount.
Within 14 days of receiving approval, employers must provide the names of the students to be hired and submit a Student Contact and Consent form for each student.
Decision-Making Process
The decision-making process for SEPS involves three main phases: applications, assessment, and approval.
Applications
Once the application deadline has passed and a complete application is received, it will be assigned for assessment.
Assessment
During the assessment phase (days 1-15), the Department reviews applications to ensure they meet eligibility criteria. Applications may be prioritized based on factors such as demand, economic growth in certain sectors, and budget availability. Recommendations are made to the relevant authority for approval.
Approval
In the approval phase (days 15-35), the delegated authority reviews the assessment to ensure all information necessary for a final decision is available. Applicants will be notified once approval is granted or denied.
