The MRC La Haute-Côte-Nord's Support for Structuring Projects (PSPS) provides financial assistance up to $100,000 to enhance living environments through social, cultural, economic, and environmental projects. Eligible activities must demonstrate sustainability, community impact, and align with regional development priorities.

- The maximum financial assistance per project is $100,000. Exceptions for projects with exceptional structuring impacts may be considered.
- The total funding from federal, provincial, and PSPS sources cannot exceed 80% of the total project cost, with the promoter required to contribute 20%, of which half can be in services.
- A mandatory monetary contribution of at least 10% of the total project cost is required from the promoter.
- For municipal-initiated projects, required contributions are based on the vitality index published by the MAMH, where 20%, 15%, or 10% contributions are needed depending on the index level.
- Private enterprise projects have a funding cap at 50% of the eligible costs, following the guidelines of the Ministry of Municipal Affairs and Housing's "Fonds régions et ruralité - volet 2".
- Financial aid includes non-repayable financial assistance, agreed upon through a convention detailing payment conditions and obligations.
- The payment will be staggered based on agreed project milestones, accompanied by a performance report.

- The applicant can be a municipal organization, the Council of the First Nation of Essipit, non-profit organization, parapublic organization in the education sector, private enterprise, social economy enterprise, or a cooperative.
- The applicant must serve the municipalities of the MRC de La Haute-Côte-Nord (Sacré-Cœur, Tadoussac, Les Bergeronnes, Les Escoumins, Longue-Rive, Portneuf-sur-Mer, Forestville, and Colombier), the TNO Lac-au-Brochet, and the Innu community of Essipit.
- Projects must be implemented on the territory of La Haute-Côte-Nord.
- The project must align with the structuring criteria outlined in the policy, including sustainability, improvement of quality of life, and development potential.
- The project should be completed by the end of the program, due by January 31, 2025.
- Projects need to fit into the MRC's established priorities for intervention.
- If the project involves real estate, it must not be sold or relocated within five years after its initiation.
- A confirmed financial structure must support the project.
- Projects must conclude with a final report submitted within three months of the project's completion date.
- The project must meet identified socio-economic needs, be viable, and gain community support.
