The MRC La Haute-Côte-Nord's Support for Structuring Projects (PSPS) provides financial assistance up to $100,000 to enhance living environments through social, cultural, economic, and environmental projects. Eligible activities must demonstrate sustainability, community impact, and align with regional development priorities.
Financing terms and conditions
- The maximum financial assistance per project is $100,000. Exceptions for projects with exceptional structuring impacts may be considered.
- The total funding from federal, provincial, and PSPS sources cannot exceed 80% of the total project cost, with the promoter required to contribute 20%, of which half can be in services.
- A mandatory monetary contribution of at least 10% of the total project cost is required from the promoter.
- For municipal-initiated projects, required contributions are based on the vitality index published by the MAMH, where 20%, 15%, or 10% contributions are needed depending on the index level.
- Private enterprise projects have a funding cap at 50% of the eligible costs, following the guidelines of the Ministry of Municipal Affairs and Housing's "Fonds régions et ruralité - volet 2".
- Financial aid includes non-repayable financial assistance, agreed upon through a convention detailing payment conditions and obligations.
- The payment will be staggered based on agreed project milestones, accompanied by a performance report.

Eligibility criteria of the MRC La Haute-Côte-Nord — Support for structuring projects (PSPS) program
- The applicant can be a municipal organization, the Council of the First Nation of Essipit, non-profit organization, parapublic organization in the education sector, private enterprise, social economy enterprise, or a cooperative.
- The applicant must serve the municipalities of the MRC de La Haute-Côte-Nord (Sacré-Cœur, Tadoussac, Les Bergeronnes, Les Escoumins, Longue-Rive, Portneuf-sur-Mer, Forestville, and Colombier), the TNO Lac-au-Brochet, and the Innu community of Essipit.
- Projects must be implemented on the territory of La Haute-Côte-Nord.
- The project must align with the structuring criteria outlined in the policy, including sustainability, improvement of quality of life, and development potential.
- The project should be completed by the end of the program, due by January 31, 2025.
- Projects need to fit into the MRC's established priorities for intervention.
- If the project involves real estate, it must not be sold or relocated within five years after its initiation.
- A confirmed financial structure must support the project.
- Projects must conclude with a final report submitted within three months of the project's completion date.
- The project must meet identified socio-economic needs, be viable, and gain community support.
- The project must introduce new products, services, or significantly enhance existing ones.
- The project's impact must be significant within the community.
- The promoter must have the expertise and competence to successfully carry out the project.
- Event-type projects are admissible if they extend beyond the regional scope, with more than 30% autonomous revenue, and primarily target external clientele.

Who is not eligible
- Projects solely focused on religious, political, or sexual themes.
- Projects that can potentially incite controversy and offer minimal economic impact.
Eligible expenses
- Salaries and benefits of human resources specifically assigned to the project, including employer social charges and social benefits, providing justification for the need of additional resources.
- Project management fees up to a maximum of 10% of the project cost.
- Professional fees and honorariums.
- Capital expenses for assets such as land, buildings, equipment, machinery, rolling stock, incorporation fees, and similar expenditures.
- Acquisition of technology, software or software packages, patents, and similar expenses.
- Other costs inherent in the development and realization of the projects.

How to apply to the MRC La Haute-Côte-Nord — Support for structuring projects (PSPS) program

Preparation of the request
- Gather all required documents according to the provisions of the supporting policy for structuring projects (PSPS).
- Write a project proposal in compliance with the eligibility criteria and analysis defined by the MRC.

Compilation of supporting documents
- Add a resolution from the sponsoring organization authorizing a person to act as the primary contact.
- Include a letter of support from each participating organization.
- Provide a copy of the sponsoring organization's charter.
- Prepare annual financial statements for non-profit organizations.
- Obtain a quote or, for a municipality, a cost assessment.
- Include all relevant supporting documents demonstrating regulatory compliance.
- If it pertains to a municipality, include a maintenance plan for structures or equipment.

Transfer of the request
- Fill out the financial assistance request form available from the Economic Development Service.
- Send all required documents by email to conseillercs@mrchcn.qc.ca.

Follow-up of the request
- Wait for a communication from the Economic Development Service regarding the decision on your application.
- Prepare a financial assistance agreement with the MRC if the application is accepted.
Additional information
- The policy is subject to annual revisions based on the available annual amounts and intervention priorities.
- The funding can cover a maximum of 80% of the project costs from government sources, with the remaining 20% being a contribution from the promoter, half of which can be in services.
- Any change that shifts the project outside the specified territory within the first five years will result in the cancellation of the financial aid.
- The subsidy is granted as non-repayable financial assistance.
- A comprehensive final report, including financial documents and project visibility proof, is required for financial disbursements.
- There is a strong emphasis on purchasing goods and services locally from La Haute-Côte-Nord, with exceptions requiring justification.
