Who is eligible?

• MRC des Collines-de-l’Outaouais.
• Municipalities within the MRC.
• Indigenous band councils.
• Cooperatives and social economy enterprises.
• Non-profit organizations incorporated for at least one year.

Who is not eligible

• Private businesses.
• Financial cooperatives and for-profit cooperatives.
• Organizations and cooperatives not operating in the MRC territory.
• Applicants who previously received MRC funding and did not meet agreement requirements.

Eligible expenses

• Capital investments such as land, buildings, equipment, machinery, and rolling stock.
• Technology, software, and patent acquisition.
• Professional fees and promotion costs directly tied to the project.
• Other necessary project costs accepted by the analysis committee.
• Implementation of local development sector agreements.

Ineligible Costs and Activities

• Refinancing, loan repayment, or already completed projects.
• Operating costs such as rent, salaries, social charges, utilities, and banking fees.
• Training, feasibility studies, and indirect costs not directly linked to the project.
• Expenses incurred before the official application is received.
• Projects with sexual, religious, political, or controversial content.

• Step 1
  • Meet with a MRC professional to validate project eligibility.
  • Obtain guidance and additional information if needed.
• Step 2
  • Prepare the application form and all required documents.
  • Compile supporting financial, legal, and project documents.
• Step 3
  • Send the application package to the MRC's Territory and Programs management department.
  • Wait for a counselor to be assigned.
• Step 4
  • The project is reviewed, scored preliminarily, and submitted to MRC committees.
  • It is then presented to the Council of Mayors for approval if recommended.

• A preliminary review and scoring are completed after submission.
• The project is then analyzed by the appropriate MRC committee for technical feasibility and alignment with priorities.
• Positive recommendations are submitted to the Council of Mayors for approval.
