Who is eligible?

  • Private incorporated businesses
  • Duly registered sole proprietorships and general partnerships that are majority Indigenous-owned and located in Wendake
  • Social economy enterprises, including non-profits and cooperatives, carrying out mainly commercial activities
  • Property owners with commercial urban agriculture projects

Who is not eligible

  • Social economy enterprises that cannot demonstrate sound democratic governance
  • Applicants not discharged from bankruptcy
  • Businesses listed in the Registre des entreprises non admissibles aux contrats publics
  • Applicants that failed, in the two years preceding the application, to meet obligations tied to previous City of Québec financial assistance after formal notice
  • Applicants with outstanding amounts owed to the City of Québec

Eligible expenses

  • Acquisitions of data, materials, and equipment related to the project, excluding rolling equipment
  • Leasehold improvement work
  • Professional fees, consulting services, and studies supporting the previous two expense categories

Ineligible Costs and Activities

  • Land or building acquisition, standard furniture, and salaries
  • Regular operating costs, debt repayment, and reimbursement of existing loans
  • Charity-related activities and volunteer resource payments
  • Expenses incurred before the substantially complete application is filed
  • Projects involving relocation of production outside the Québec agglomeration without written consent

Processing and Agreement

  • An acknowledgment of receipt will be sent after the eligibility form is submitted.
  • An economic development advisor will then contact the applicant to discuss the project’s eligibility.
  • If the eligibility form is approved, an analysis form will be sent to the applicant.
  • The supporting documents listed in the form must not be attached at the eligibility stage and are requested only later if eligibility is confirmed.

Additional information

  • The City of Québec suggests reviewing Investissement Québec offers first, including the ESSOR program.
  • Any outstanding amounts owed to the City of Québec will be deducted from the assistance at the time of payments; offsets may be applied for taxes, SDC contributions, and infractions.
  • An applicant that already received a City grant under Vision entrepreneuriale Québec must wait until the final payment of that grant before submitting a new application, except for the Bourse entrepreneuriale and Bons d’accompagnement streams.
