The Capitale-Productivity grant offers non-repayable financial support of up to $150,000, covering up to 40% of eligible project expenses. This program aims to support business growth, productivity improvements, and significant eco-responsible practices through investments in equipment, sustainable projects, and first business establishments in the Québec area.
Financing terms and conditions
- Non-repayable contribution up to $150,000 per project, covering a maximum of 40% of eligible expenses.
- The maximum cumulative active funding from the City of Québec for economic development programs is $500,000 per two-year period, calculated at 100% of granted assistance value.
Activities funded
- Investment projects aimed at business growth, productivity improvement, or implementation of significant environmentally responsible practices.
- Acquisition and installation of production or operational equipment and technologies to address productivity, sustainability, or workforce challenges.
- Projects in sustainable development, such as water efficiency, raw material management, circular economy initiatives, greenhouse gas reduction, sustainable production (including commercial urban agriculture), logistics and transport improvements, or achieving environmental certification related to construction or renovation.
- Real estate projects for site development or requalification, supported by the City of Quebec.
- First-time establishment in the Quebec agglomeration of a company with its head office outside Quebec, contributing significant added value to the local sector.

Eligibility
- The applicant must be a private incorporated business, a social economy enterprise (non-profit or cooperative conducting predominantly commercial activities), or an individual business/partnership majority-owned by Indigenous persons located in Wendake.
- The project must involve investment related to business growth, productivity improvement, or the implementation of significant eco-responsible practices.
- The project must be located in the Québec agglomeration (Québec City, Saint-Augustin-de-Desmaures, L’Ancienne-Lorette) or Wendake.
- The applicant must not owe any outstanding amounts to the Ville de Québec at the time of application.
Who is eligible?
- Private incorporated companies
- Sole proprietorships and partnerships majority-owned by Indigenous persons and located in Wendake
- Social economy enterprises (non-profit organizations and cooperatives) carrying out mainly commercial activities
- Property owners with projects in commercial urban agriculture
- Businesses in sectors such as agri-food, food processing and health food, digital arts and interactive entertainment, financial technologies, artificial intelligence, smart city, advanced manufacturing, photonics, life sciences, clean technologies, and more
Who is not eligible
- Social economy organizations (NPOs and co-ops) that cannot demonstrate sound democratic governance.
- Applicants who are not discharged from bankruptcy judgments.
- Companies listed in the Register of enterprises ineligible for public contracts.
- Applicants with outstanding amounts owed to the City of Quebec.
- Projects of a discriminatory nature, or those that present a reputational risk or controversy for the City of Quebec, as well as one-off event-driven projects.
