The Kosher and Halal Investment Program offers up to $2 million in non-repayable funding to enhance efficiency and productivity in the Canadian red meat sector, focusing on kosher and halal production. Eligible activities include acquiring expertise for operational analysis and implementing cost-reducing technologies and equipment.

- Hire a consultant or efficiency expert to conduct an efficiency/productivity analysis of slaughter establishment operations and recommend improvements for on-site kosher and/or halal production.
- Invest in initiatives to reduce operating costs, such as adopting cost-reducing or productivity-enhancing technologies and equipment.
- Acquire expertise for efficiency and productivity evaluations for kosher and/or halal production.
- Purchase, deliver, install, and implement equipment necessary for kosher and/or halal slaughter, including cattle-handling equipment, stunning apparatus, slaughtering devices and lines, meat dismembering lines and processing tools.
- Implement improvement technologies, such as consciousness assessment tools and production line advancements.
- Purchase and/or upgrade equipment and storage systems, including cooler upgrades and building modifications.

- The applicant must be a federally licensed, for-profit organization incorporated in Canada.
- The organization must actively engage in red meat slaughter processing and production for kosher and/or halal or have demonstrable plans to enter this industry.
- The organization must provide efficiency and/or productivity plans signed off by an industry expert, Professional Engineer, or credible external resource.
- The organization must specify whether the facility is currently engaged in kosher and/or halal red meat production or has plans to begin such production.
- The applicant must be a legal entity capable of entering into a legally binding agreement.

- Purchase, delivery, installation and implementation of equipment including cattle-handling equipment, stunning apparatus, slaughtering devices and lines such as conveyors, elevators, and winches, meat dismembering lines and processing such as deboning, scales, cutting tools, and blades.
- Purchase, delivery, installation and implementation of improvement technologies including consciousness assessment tools and production line improvements.
- Purchase and/or upgrade equipment and storage systems such as cooler upgrades and building expansions/modifications.
- Administrative costs defined as the organization's expenses not directly related to undertaking the project activities (calculated at a 10% flat rate, subject to cost-sharing ratio).
- Salaries and benefits directly related to executing activities outlined in the project work plan (excluding incentive payments and discretionary benefits).
- Professional or specialized contracted services such as consultant/expert services and translation services.
- Travel costs directly related to the project, including per diems and transportation.
- Capital expenditures for tangible assets required for the project, with a per item or cumulative cost greater than $10,000.
- Other direct project costs such as shipping, translation, and knowledge transfer associated costs.

- The intake period is open until September 1, 2026, but may close sooner if funding is fully allocated.
- All projects must be completed by March 31, 2027.
- The maximum Agriculture and Agri-Food Canada (AAFC) contribution for a project will typically not exceed $2 million.
- Cost-sharing requires that your portion must be a minimum of 50% and must be a cash contribution; in-kind contributions are ineligible.
- Total government funding, including from all levels of government, cannot exceed 85% of total project funding.
- Administrative costs will be calculated automatically at a flat rate of 10% and will be subject to the cost-sharing ratio.
- Project expenses must fall within program cost categories, respect program limitations, and be included in the accepted project budget.
- Reports required during and after the project include progress, performance, and financial reports.
- For Quebec-based organizations, compliance with the M-30 Act is required, involving confirmation from the Ministère de l'Agriculture, des Pêcheries et de l'Alimentation.
- Intellectual property developed through the project will be owned by the recipient or a third party as negotiated.
- Eligible capital expenditures and travel costs must be pre-approved by AAFC.
- Projects must align with program objectives and priorities outlined in the application process.
