Who is eligible?
- Federally licensed for-profit organizations incorporated in Canada
- Companies actively engaging in red meat slaughter processing and production for kosher and/or halal
- Organizations with demonstrable plans to enter the kosher and/or halal red meat processing industry
Eligible expenses
- Acquire expertise for efficiency and productivity evaluations.
- Purchase, delivery, installation and implementation of equipment including cattle-handling equipment, stunning apparatus, slaughtering devices and lines such as conveyors, elevators, and winches, meat dismembering lines and processing such as deboning, scales, cutting tools, and blades.
- Purchase, delivery, installation and implementation of improvement technologies including consciousness assessment tools and production line improvements.
- Purchase and/or upgrade equipment and storage systems such as cooler upgrades and building expansions/modifications.
- Administrative costs calculated at a 10% flat rate.
- Salaries and benefits paid to or on behalf of staff to execute activities outlined in the project work plan.
- Professional or specialized services such as consultant or expert services, translation services, and project management related to implementation.
- Travel costs directly related to the project, including per diems and transportation.
- Capital expenditures for tangible assets required for the project, including equipment, electronic equipment, specialized software, and prototypes.
- Other direct project costs such as shipping, translation, and knowledge transfer associated costs.
Ineligible Costs and Activities
- In-kind contributions.
- Costs incurred before AAFC approval or the project start date may not be reimbursed by AAFC.
- Costs incurred before the application is deemed complete or after the project completion date are ineligible for reimbursement and are not considered part of the cost-share.
- Administrative costs do not include individual capital expenditures over $100,000.
- Salaries and benefits do not include incentive amounts such as performance pay, discretionary employee benefits, or severances.
- Travel does not include airfare upgrades.
- Capital expenditures over $100,000 are not eligible for administrative costs.
- Other direct project costs do not include the normal costs of establishing a commercial operation or costs that are part of normal business practice.

- The applicant's proven technical, financial, and managerial capacity to complete the proposed project.

Processing and Agreement
- After submission, an acknowledgement notice will be sent to you.

- You will receive an approval or rejection notification letter after the assessment process is complete.
- If approved, a program representative will work with you to enter into a contribution agreement.
- If approved, you must complete progress reports, performance reports, financial reports, and any other reports requested.
Additional information
- The intake period is open until September 1, 2026, but may close sooner if funding is fully allocated.
- All projects must be completed by March 31, 2027.
- The maximum Agriculture and Agri-Food Canada (AAFC) contribution for a project will typically not exceed $2 million.
- Cost-sharing requires that your portion must be a minimum of 50% and must be a cash contribution; in-kind contributions are ineligible.
- Total government funding, including from all levels of government, cannot exceed 85% of total project funding.
- Administrative costs will be calculated automatically at a flat rate of 10% and will be subject to the cost-sharing ratio.
- Project expenses must fall within program cost categories, respect program limitations, and be included in the accepted project budget.
- Reports required during and after the project include progress, performance, and financial reports.
- For Quebec-based organizations, compliance with the M-30 Act is required, involving confirmation from the Ministère de l'Agriculture, des Pêcheries et de l'Alimentation.
- Intellectual property developed through the project will be owned by the recipient or a third party as negotiated.
- Eligible capital expenditures and travel costs must be pre-approved by AAFC.
- Projects must align with program objectives and priorities outlined in the application process.
