Documents Needed
- Resolution of the organization authorizing the applicant to submit an application for financial assistance and to sign any document relevant to the application.
- Completed and signed form.
- Financial package and detailed budget, with commitment letters from financial partners and information allowing their quality to be assessed.
- Budget and financial statements of previous events or projects.
- Description of the business or organizing committee, with letters patent, list of board members, résumé of the project manager(s), and visibility plan.
Eligibility
Who is eligible?
- Businesses, corporations, or for-profit or nonprofit organizations operating in the tourism sector.
- Groups of private businesses operating in the tourism sector.
Who is not eligible
- Ministries, budget-funded organizations, state-owned enterprises, and companies controlled directly or indirectly by a government or a state-owned enterprise.
- Healthcare institutions, hospital foundations, cooperatives, and public or private clinics providing health care; educational institutions, unless the eligible project is carried out in a municipality with fewer than 20 000 inhabitants and its benefits are shared with the community.
- For-profit businesses in the financial sector, including financial cooperatives and financial planners.
- Nonprofit organizations whose activities are not similar to community action, including foundations, professional associations, labor or political organizations, religious organizations, and organizations created by a public body to serve public administration interests.
- Individuals not in business, applicants registered with RENA, defaulting applicants, applicants protected under insolvency or bankruptcy laws, and insurance brokerage and real estate brokerage firms.
Eligible expenses
- Expenses directly related to carrying out the project: salaries and employee benefits, rent, travel expenses, data acquisition, materials and equipment.
- Expenses related to the preparation of plans and studies: business plan, market analysis, technical and financial feasibility, definition and development of a concept, activity programming.
- Development and refinement of tools or indicators, including traffic and economic impact studies.
- Construction, development, implementation, or setup costs for the project, where applicable.
- Costs related to a planning and consultation process bringing together a range of regional stakeholders; administrative expenses up to 5 % eligible expenses.
Ineligible Costs and Activities
- Expenses incurred before the application and projects already completed.
- Grants, prizes, contests, loans, loan guarantees, equity investments, operating deficit, interest charges, repayment of loans, and working capital recapitalization.
- Expenses aimed at relocating a business or part of its production outside the local municipality where it is established; routine management expenses; activities governed by budget rules approved by the Government of Quebec.
- Refundable QST and GST, severance pay, expenses not directly related to the project, and lobbying activities.
- Legal fees related to civil or criminal charges involving the personal liability of executives or staff, as well as expenses for the benefit of an entity registered with RENA or in default after formal notice.

Selection criteria
- The project contributes to the objectives and action plans of the MRC and SDE-Tourisme Jacques-Cartier, as well as to the priorities of the intervention framework for territorial vitality.
- The project is supported by local and regional tourism partners or stakeholders, and the promoter works effectively with the project manager at the SDE.
- The project is innovative, has a distinctive and high-quality character, fits into or complements a broader tourism product, and its target audience is clearly defined in an appropriate marketing strategy.
- The financial structure is solid: diversified funding sources, demonstrated financial balance, and the presence of local financial partners; for recurring projects, the SDE's contribution decreases from year to year and self-generated revenues increase.
- The project generates economic benefits for the MRC, attracts participants from outside the MRC, and has growth potential, sustainability, or promotional impact.
