Overview

Impulse-Skills (Impulsion-Compétences) reimburses up to 100% of eligible training-related expenses (and up to 10% of the subsidy for project management) to support collective training projects that boost business productivity and workforce employability through skills development and requalification. Eligible activities include needs analysis, development of new training, adaptation, updating and delivery of existing training (typically up to 50% for delivery), with projects targeting employees, self-employed workers and seasonal workers from at least three companies.

Eligibility

  • The funding application must be submitted by an eligible collective promoter recognized under the program.
  • The training project must involve at least three participating enterprises.
  • Participating enterprises must be private for-profit businesses, cooperatives or non-profit organizations.
  • The project must aim to develop, adapt, update or deliver training that improves workforce skills, employability or requalification.
  • The project duration must not exceed 24 months.

Who is not eligible

This grant is specifically targeted towards certain eligible entities, and no exclusive restrictions for ineligible types of companies or industries are explicitly mentioned. However, companies or industries not aligned with the purpose of collective training and skills development might not be applicable.


Eligible expenses

  • Salaries of participants while in training, up to $25 per hour (excluding social charges).
  • Professional fees for consultants or trainers, up to $150 per hour.
  • Travel, accommodation and meal expenses for trainers and participants, in line with the Québec Treasury Board directive.
  • Costs to design, adapt, update or purchase pedagogical and training materials and supplies required for the activities.
  • Expenses to develop or adapt training content, including converting in-person training to online formats and fees for using or subscribing to a training platform.
  • Project management and administration costs incurred by the collective promoter, up to 10% of eligible expenses.
  • For self-employed workers, only direct participation costs in the training (excluding their own salary).

How to apply

Gather the necessary elements

  • Make sure that your project does not have any similarity with those proposed by other collective promoters.
  • Develop a unique and original training project concerning at least three companies.
  • Obtain the opinion of a sectoral workforce committee (CSMO) if necessary.

Preparation of documents

  • Fill out the grant application form.
  • Complete the Budget file of the grant application.
  • Gather all required and relevant documents for the application.

Wait for the confirmation and processing of your request within a period of 20 working days.

Additional information

  • Training projects must be unique and original; promoters must ensure no other collective promoter has already submitted a similar project.
  • Projects must involve at least three companies and have a maximum duration of 24 months.
  • If the project concerns enterprises covered by a sectoral workforce committee (CSMO), the promoter must obtain that committee’s opinion before submitting the funding application.
  • Applications are processed within 20 business days, provided that the file is complete; incomplete applications are not analyzed and missing elements are requested from the promoter.
