Employment Integration for Immigrants and Visible Minorities

Eligibility

Who is eligible?

  • Private businesses, including self-employed workers treated as private businesses
  • Employee and employer associations, professional groups, cooperatives, and social economy enterprises
  • Educational institutions, including school service centres, vocational training centres, CEGEPs, and universities
  • Municipal administrations, including cities and MRCs, and band councils
  • Non-profit organizations, including early childhood centres, and community organizations active in communities

Who is not eligible

  • Political parties or political associations
  • Québec government ministries and bodies whose staff are appointed and paid under the Loi sur la fonction publique du Québec (L.R.Q., C.F31), and federal government departments and agencies
  • Organizations listed in the Registraire des entreprises non admissibles aux contrats publics (RENA), organizations still repaying a debt to the Ministère unless they comply with a written repayment agreement, and applicants that failed to meet obligations related to a previous subsidy after formal notice
  • Organizations whose activities are controversial or interrupted because of a strike or lockout, staffing agencies, and employers receiving the Soutien travailleur autonome (STA) measure
  • Employers that are immediate family of the candidate, or where the candidate or an immediate family member sits on the board, unless the Ministry is satisfied there was no favouritism; organizations funded by the Ministry under Projets de préparation à l’emploi (PPE), Services d’aide à l’emploi (SAE), or Mesure de formation de la main-d’œuvre (MFOR) are generally not eligible when the job is tied to that funding

Eligible expenses

  • Gross wages of the hired worker, within program limits
  • Salary or professional fees of a support person providing accompaniment
  • Direct training costs, including training purchase costs, educational materials, and wages of trainers who are not part of the employer’s regular staff
  • Direct costs to adapt or implement human resources management practices and tools
  • General overhead costs for a participant with a disability

Ineligible Costs and Activities

  • Training activities that result from a legal or regulatory obligation
  • The participant’s salary under supplementary training, other than the salary support provided in the agreement, if applicable
  • Equipment or materials normally required to perform the job, such as boots, tools, or specific clothing
  • Salary of a regular employee of the business who provides training to the participant
  • Jobs obtained through a staffing agency, paid solely on commission, intended to provide personal services to the employer, or intended to spread a religious, sexual, or political doctrine

  • The participant’s profile, including employment barriers, work experience, and professional training
  • The regional labour market situation
  • The complexity of the tasks and the quality of the proposed job
  • The employer’s capacity to welcome, supervise, and train the worker, including its management history and retention record
  • The likelihood that the worker will be retained by the same employer after the subsidy ends

How to apply

  • Optionally complete the salary subsidy eligibility verification tool to check the pre-eligibility of your business and the job offered.
  • Complete the Demande de subvention salariale - Entreprise privée form or the Demande de subvention salariale - OSBL form, as applicable.
  • Submit or mail the form to your Services Québec office.
  • You can also contact a Services Québec office to make an appointment with a business services officer.

Processing and Agreement

  • A Services Québec business services officer evaluates the employer’s eligibility, the subsidy duration, and the subsidy rate based on the job offer and program factors.
  • The subsidy is authorized only after assessing the likelihood that the worker will be retained by the same employer after the subsidy ends.
  • If accompaniment is approved, the agreement records the support person’s name, the subsidy calculation, and an accompaniment plan describing the planned activities.
  • If supplementary training is approved, the agreement records the type of training, its duration, the training provider, the covered costs, and any training certificate to be issued.
  • If participation is interrupted because of a strike, disaster, illness, work accident, or parental leave, the Ministry postpones the subsidy end date to grant the number of weeks provided in the agreement.
