Services Québec business advisors can support recruitment, training, retention, diagnosis of HR practices, intervention planning, and the implementation of concrete improvements. The program covers several service paths: a portrait of human resources practices, a complete company diagnosis, consultation by an external HR consultant, support for managing major organizational changes through a concertation committee, and help setting up an HR service for expanding companies or companies whose employee count is growing quickly. How to apply
- To apply, contact a Services Québec business advisor at the office serving the employer’s region. The advisor provides guidance to analyze the organization’s HR needs and propose solutions adapted to the situation. Before or during this contact, the employer should be ready to explain the HR issue to be addressed, such as recruitment, retention, workforce planning, performance management, diversity management, a company diagnosis, or the creation of an HR service. The advisor reviews the request and determines whether financial assistance may be available. If support is appropriate, the file analysis clarifies the type of intervention, eligible expenses, expected deliverables, and the possible amount of assistance. Depending on the need, the company may work with an external consultant, form a concertation committee, complete a human resources practices portrait, or prepare an intervention plan.
Processing and Agreement
- The Ministry representative reviews the company’s situation and identifies its needs, using the HR practices portrait and a prediagnosis when applicable.
- The representative recommends the most appropriate intervention.
- If free self-service tools are insufficient, the Ministry may subsidize the company so it can use a specialist.
- If the project is accepted, the company may proceed with the next implementation steps, including recruitment when applicable.
- The company must provide periodic progress reports and a final report for the human resources service intervention.

- Examples of potentially eligible expenses include professional fees for an external consultant hired by the company to carry out HR management interventions or facilitate a concertation committee, travel and accommodation costs for consultants completing the agreed mandate, one-time or supplemental training costs for members involved in a concertation activity, materials and supplies needed for the activities, part of the salary of a person hired as the human resources lead when setting up an HR service, and administration or management costs for the agreement. The final amount and expense eligibility are determined after the file is reviewed by a business advisor.
