The Financial Assistance to Improve Infrastructure and Ensure Safe Off-Road Vehicle Use program offers up to $500,000 to support initiatives that enhance trail infrastructure and safety for off-road vehicles. Eligible activities include building or upgrading trails, implementing safety measures, installing barriers, conducting awareness campaigns, and improving trail surveillance.

Financing terms and conditions

  • Financial assistance covers up to 75% of eligible project expenses for non-profit organizations.
  • Financial assistance covers up to 50% of eligible project expenses for for-profit organizations.
  • The maximum funding amount per project is $500,000.

Eligible projects & activities

  • Construction or reconstruction of infrastructure designed for safe off-road vehicle use, including relocation of problematic trail sections.
  • Enhancement of safety measures on existing off-road vehicle trails.
  • Installation of barriers or similar features to prevent unauthorized off-road vehicle access.
  • Development and delivery of educational materials or events to raise awareness about safety and responsible shared use of off-road vehicle trails.
  • Implementation of monitoring activities both on trails and in surrounding areas to improve safety and ensure harmonious use of the territory.

Eligibility criteria of the Financial assistance to improve infrastructure and ensure safe off-road vehicle use program

  • The applicant must be a private organization (with or without profit), a local or regional municipality, a metropolitan community or municipal entity, an Indigenous community or related organization, a northern village, the Kativik Regional Administration, the Association or corporations of landowners in Nunavik, or a police body (municipal or Indigenous) or related entity.
  • If the applicant is an individual, they must partner with an accredited off-road vehicle club.
  • The project must involve improving off-road vehicle (ORV) trail infrastructure or safety, such as constructing or improving structures, enhancing safety, restricting unauthorized ORV access, or promoting ORV safety awareness and monitoring.

Who is eligible?

  • Private organizations, with or without profit motive, interested in off-road vehicle activities
  • Local municipalities, regional county municipalities, metropolitan communities, or municipal bodies
  • Indigenous communities represented by their band councils and related organizations
  • Nordic villages, the Kativik Regional Administration, Nunavik landholding corporations and their association
  • Individuals in partnership with an off-road vehicle club
  • Municipal police forces and their related organizations
  • Indigenous police forces, including the Nunavik police service, and their related organizations

Who is not eligible

  • Companies or organizations whose projects are already receiving funding from other specific Quebec programs for off-road vehicles (such as programs dedicated to snowmobile or all-terrain vehicle clubs).
  • Projects seeking funding for the acquisition of land or servitudes, including those intending to cover related legal, assessment, or surveying fees.
  • Organizations or projects eligible for the Program for Compensation and Prevention of Damages to Agricultural Lands Attributable to Off-Road Vehicles.
  • Businesses seeking coverage for regular operating, administrative, or general expenses unrelated directly to the specific project.
  • Companies obtaining goods or services from suppliers listed in the Register of Enterprises Ineligible for Public Contracts (RENA).

Eligible expenses

  • Professional fees, salaries, and social charges for project-related personnel, technical staff, consultants, and contractors (within government-established limits).
  • Rental costs for tools, equipment, vehicles, and machinery, including municipal equipment and operators.
  • Purchase of materials required for the project.
  • Transportation costs for materials, tools, equipment, vehicles, and machinery.
  • Production costs for awareness and training materials.
  • Installation costs for project-related equipment.
  • Insurance premiums directly related to project execution.
  • Travel, accommodation, and meal expenses for project personnel (up to 10% of total eligible project expenses).
  • Project management and administration expenses directly associated with the project (up to 10% of total eligible project expenses).

Additional information

  • A final report, including financial statements, a photo record, a project timeline description, and issues encountered, must be submitted upon project completion.
  • Beneficiaries must comply with the visibility standards established by the Ministère des Transports et de la Mobilité durable.
  • Supporting documents and proofs, as specified in section 5.2 of the application guide, are required with each application.
  • The next call for projects for the 2025-2026 financial year will be announced in the fall.
