- Local municipalities, regional county municipalities, metropolitan communities, or municipal bodies
- Indigenous communities represented by their band councils and related organizations
- Nordic villages, the Kativik Regional Administration, Nunavik landholding corporations and their association
- Individuals in partnership with an off-road vehicle club
- Municipal police forces and their related organizations
- Indigenous police forces, including the Nunavik police service, and their related organizations
Who is not eligible
- Companies or organizations whose projects are already receiving funding from other specific Quebec programs for off-road vehicles (such as programs dedicated to snowmobile or all-terrain vehicle clubs).
- Projects seeking funding for the acquisition of land or servitudes, including those intending to cover related legal, assessment, or surveying fees.
- Organizations or projects eligible for the Program for Compensation and Prevention of Damages to Agricultural Lands Attributable to Off-Road Vehicles.
- Businesses seeking coverage for regular operating, administrative, or general expenses unrelated directly to the specific project.
- Companies obtaining goods or services from suppliers listed in the Register of Enterprises Ineligible for Public Contracts (RENA).

- Professional fees, salaries, and social charges for project-related personnel, technical staff, consultants, and contractors (within government-established limits).
- Rental costs for tools, equipment, vehicles, and machinery, including municipal equipment and operators.
