  • Non-profit organizations and non-business applicants.
  • Projects not related to energy, environment, or emissions reduction.

Eligible expenses

  • Direct labour for PSI staff and contractors delivering the lab services.
  • Materials, supplies, consumables, and utility costs used in the services.
  • Pro-rated use of major capital equipment and IP/software licensing fees.
  • Training or professional development for PSI staff or contractors.
  • Overhead up to 20% and the 10% service delivery surcharge.
  • Additional staffing support up to 0.5 FTE per PSI for the pilot duration.

Ineligible Costs and Activities

  • Purchase of land, buildings, or capital equipment.
  • Downstream research such as writing or editing publications.
  • Legal expenses, regulatory fees, subscriptions, and membership fees.
  • Recruitment costs, travel, insurance, hospitality, and marketing or communications.
  • Lab services tied to other ERA-supported projects or technologies.

Processing and Agreement

  • The PSI submits a pre-approval form for a candidate project.
  • ERA reviews the request and pre-approves eligible projects.
  • The PSI and client carry out the work and keep project records.
  • After completion, the PSI submits claims through ERA’s Grant Manager system.
  • ERA disburses funds and monitors outcomes, spending, and reporting.

Additional information

  • Continuous intake runs until December 31, 2025, or until funds are depleted.
  • Participating clients work through the PSI; no separate SME application to ERA is required.
  • A contribution agreement with ERA is required before funding is released.
  • Projects are subject to reporting, record-keeping, and possible audit.
