Eligibility

Who is eligible?

  • Businesses in all sectors of activity legally incorporated in Quebec or Canada and having an establishment active in Quebec, including industries subject to the SPEDE.
  • Establishments in the health, social services, higher education, education, and educational childcare networks.
  • Non-budgetary organizations.
  • Municipal bodies, social economy enterprises, individuals operating a sole proprietorship, Indigenous communities, and recognized Indigenous nations.
  • Consortia of legal entities jointly and severally bound by contract and represented by a delegated participant.

Who is not eligible

  • Ministries, budgetary organizations, and Quebec government enterprises.
  • Persons designated by the National Assembly.
  • Federal ministries or agencies.
  • Participants in bankruptcy or insolvency, in default of obligations related to previous assistance, listed in the RENA, non-compliant with integrity requirements, or active in the production and marketing of a cannabis product not approved by Health Canada.
  • Owners of detached, semi-detached, row, mobile, duplex, or triplex homes, personal-use cottages or cottages not regulated by a permit, new multi-residential dwellings of 10 storeys and fewer, of fewer than 20 dwellings, or existing small buildings of less than 600 m2 and fewer than four storeys.

Eligible expenses

  • Purchase and upgrade of equipment, including equipment required for measuring energy consumption.
  • Engineering work, installation, commissioning, and calibration.
  • Professional fees.
  • Contribution fees to be paid to the distributor so that an energy conversion can take place.
  • Measuring costs and expenses for report writing.

Ineligible Costs and Activities

  • Expenses incurred before the expense eligibility date or after the end of the project.
  • Taxes and duties.
  • Maintenance expenses, land purchase, energy purchase, expenses to prepare the application, and other expenses not directly associated with the project.
  • Projects aimed at reducing fugitive and process emissions from oil and gas extraction and distribution companies.
  • Installation of a heat recovery system coupled with a refrigeration system in a supermarket.

Processing and Agreement

  • Applications are assessed according to their date of receipt and their complexity.
  • Payments are conditional on compliance with the monitoring and accountability requirements set out in the regulatory framework and the financial assistance agreement.
  • The final payment is conditional on the transmission of all data necessary to assess the Program's results.
  • Total financial assistance is recalculated at the end of the project based on actual data and may be revised downward.
  • In the event of non-compliance, repayment may be required, the agreement may be terminated, or the assistance may be withdrawn.
