The "Formations de courte durée (COUD) — Water professions" grant provides up to 100% funding for developing or adapting professional training programs related to water professions. The program aims to equip employees with necessary skills through hands-on training and tailored educational courses.
Financing terms and conditions
- Financial aid covers 100% of the costs associated with the development or adaptation of training by an educational institution.
- Eligible expenses include salaries of personnel in training up to $25 per hour, with a maximum of $25,000.
- Compensation for instructional personnel and supporting personnel is covered.
- Professional fees for consultants and trainers are reimbursed up to $150 per hour.
- Costs related to the adaptation of educational materials for disabilities are eligible.
- Expenses for the development or adaptation of pedagogical materials are covered.
- Registration fees for equivalency exams are included.
- Costs associated with the promotion of the training project are eligible.
- Administrative and management expenses incurred by the delegated organization or collective promoter are reimbursed up to 10% of eligible expenses.
- Indirect costs such as travel and meals for trainers and trainees are covered according to the Treasury Board directive.
- Training expenses for individuals supervising internships are reimbursed at 50%, including training costs and trainees' salaries up to $25 per hour.

Eligibility criteria of the Formations de courte durée (COUD) — Water professions program
- The applicant must be a collective promoter recognized and eligible for financial aid programs.
- Participating companies can be private for-profit enterprises, cooperatives, non-profit organizations, municipalities, or municipal regional counties (MRCs).
- Projects must involve a recognized educational institution accredited by the Ministry of Education of Quebec (MEQ) or the Ministry of Higher Education (MES).
- The projects should focus on training for professions related to water treatment and waste processing occupations.
- Training must include workplace internships.
- Projects cannot have commenced before the acceptance of the application.

- Professional fees for consultants, up to $150 per hour.
- Professional fees for trainers, up to $150 per hour.
- Professional fees for accompanying personnel.
- Costs related to adaptation of educational materials for disabilities.
- Development or adaptation costs for educational and didactic materials.
- Purchase costs for educational and didactic materials.
- Registration fees for equivalency exams.
- Project promotion costs.
- Management and administrative activities, up to 10% of the eligible expenses.
- Indirect costs for trainers and trainees, such as travel and meal expenses, according to the Treasury Board directive.
- Expenses related to the training of personnel supervising internships, reimbursed at 50%, including training costs and salaries, up to $25 per hour.

How to apply to the Formations de courte durée (COUD) — Water professions program

Verification of participation conditions
- Verify that your business is a for-profit private company, a cooperative, a non-profit organization, a municipality, or a regional county municipality.
- Consult the list of eligible collective promoters to identify a potential partner.

Preliminary consultation
- Contact a collective promoter in your area or sector to discuss the proposed training project.
- Validate the project's eligibility, especially if the training pertains to water-related professions.

Preparation of the application file
- Fill out the grant application form.
- Develop the Budget file for the grant application.
- Ensure that the project includes workplace training and complies with the maximum duration of 36 months.
- Provide equivalency assessments if necessary for staff without prerequisites.

Submission of the request
- Gather all the required documents for the application file.
- Send the application by email to the address partenaires@mess.gouv.qc.ca.

Follow-up and Confirmation
- Wait for the confirmation of receipt including the project information.
- Retrieve the deposit details via email, including the assigned case number.

Communication with the ministry
- For reimbursements of overpaid amounts, make a bank transfer or pay by check.
- Send proof of transfer by email to the case manager as soon as the payment is made.
Additional information
- The program requires collaboration with an educational institution recognized by either the Ministry of Education of Quebec or the Ministry of Higher Education.
- The application process includes consultation with regional work market partner councils before submitting a project.
- Training can be delivered through a combination of online and in-person methods, tailored to meet the needs of enterprises and personnel.
- Funding for training related to water professions is intended to cover 100% of costs associated with course development or adaptation.
- Financial aid requests must be prepared thoroughly, as incomplete applications will not be processed and the applicant will be advised of missing elements.
- The processing time for financial aid requests is approximately 20 working days.
- Reimbursement arrangements for misallocated funds include different methods of payment, with bank transfer being preferred.
