Overview of the Energir — New efficient construction program

The Energy Efficiency Program—Efficient Construction and Renovation by Énergir offers financial incentives up to $325,000 to clients to support new energy-efficient building constructions, encouraging cost reduction and increased resale value through reduced natural gas consumption and greenhouse gas emissions. Eligible activities include the construction of new buildings, major renovations affecting architecture and essential systems, and projects involving natural gas heating for spaces or water heating.

Financing terms and conditions

  • Financial assistance is calculated at $5.00 per cubic metre of natural gas saved, up to a maximum of $325,000 per eligible natural gas account.
  • The financial assistance cannot exceed 75% of the additional investment costs related to energy efficiency measures, with these costs estimated at 8% of the total project investment.
  • Assistance of up to $15,000, or 75% of simulation costs (whichever is lower), is available for conducting energy simulation studies.
  • Financial assistance amounts are reduced to ensure that the beneficiary covers at least 25% of the total eligible project costs, after accounting for any other governmental or energy distributor contributions.
  • Applications requesting less than $5,000 (excluding simulation studies) are not eligible for financial assistance.

Eligible projects & activities

  • Construction of new energy-efficient buildings that exceed Quebec's regulatory standards for energy performance.
  • Major renovations or expansions of existing buildings, provided the project covers all main systems (architecture, heating, ventilation, air conditioning, lighting) and achieves required energy savings.

Eligibility criteria of the Energir — New efficient construction program

  • The applicant must be a current or prospective Énergir client.
  • The project must involve the construction of a new building, a major renovation, or an expansion, within the commercial, multi-residential (four or more units), institutional, or industrial sectors.
  • The building must use natural gas as the primary source for space or water heating.
  • The project must achieve energy performance superior to the National Energy Code for Buildings (NECB 2015-Qc) reference: 10% above for new Québec government buildings, 5% above for other eligible buildings.
  • The financial aid request must be submitted before project plans and specifications are completed.

Eligible expenses

  • Incremental investment costs (surcoûts d’investissement) directly related to energy efficiency measures.
  • Costs associated with integrated design processes, such as design charrettes and multidisciplinary design and follow-up meetings (including supporting documentation of these meetings).
  • Fees for the completion of energy simulation and analysis reports, up to a maximum of $15,000 or 75% of simulation costs, whichever is lower.

Eligibility criteria of the Energir — New efficient construction program

  • Compliance of the project with all documentation requirements set by Énergir, including submission of simulation reports, plans, technical specifications, and proof of costs.
  • Demonstrated energy efficiency gains, as supported by a detailed and professionally prepared energy simulation using Énergir-approved tools.
  • Verification of the energy simulation results and documentation by an independent expert selected by Énergir.

How to apply to the Energir — New efficient construction program

Filing of a declaration of interest
  • Fill out the form tab 1 "Declaration of Interest" indicating the intention to obtain financial assistance.
  • Declare knowledge and acceptance of the eligibility criteria.

Receipt by Énergir of the declaration of interest and opening of the file
Énergir analyzes the Statement of Interest and confirms in writing the opening of the file.

Submission of the declaration on the preliminary energy simulation
  • Perform a preliminary energy simulation.
  • Send to Énergir the form tab 2 "Declaration on the preliminary energy simulation" along with the simulation files.

Analysis of the declaration on the preliminary energy simulation
  • Énergir analyzes the documents based on the eligibility criteria.
  • Confirms in writing the acceptance or refusal of financial assistance and the amount granted.

Building construction
Carry out the construction of the building in accordance with the approved energy simulation.

Submission of the documents listed in the documentation guide.
  • Send all the required documents for review to Énergir, including the final energy simulation and supporting documents.
  • Complete and send tabs 3 and 4 of the form.

Technical review of the energy simulation
  • The review is carried out by an experienced modeler chosen by Énergir.
  • A review report is sent to the client and to Énergir.

Analysis of the file and validation of the amount of financial aid
Énergir is conducting the final analysis of the file and informs the client of the final amount of financial assistance.

Issuance of an invoice to Énergir
Send an invoice to Énergir for the amount of the financial assistance with the applicable taxes.

Final validation of the file and disbursement of financial aid
Énergir verifies the file and proceeds with the payment if all conditions are met.

Inspection after construction
A random inspection may be conducted by Énergir to validate the compliance of the building constructed with respect to the simulation.

Additional information

  • Énergir reserves the right to modify or terminate the program without notice, but will process any accepted requests before its closure.
  • An inspection of the constructed building may be required, and in case of non-compliance, the financial aid must be reimbursed.
  • The invoice for the financial aid must include all required tax information (GST/QST number, address, file reference, etc.).
  • The simulation report must be written and signed by an engineer who is a member of the Ordre des ingénieurs du Québec.
