Documents Needed

  • Completed and signed application form in Excel format.
  • Project plan detailing expected deliverables and impacts over three years.
  • Financial statements for the last two fiscal years, if required.
  • Projected income and expenditures for the full project duration.
  • Board resolution mandating the application signatory and any required OQLF or Indigenous certification documents.

Eligibility

  • Applicant must be legally incorporated under Quebec or Canadian law and conduct business in Quebec.
  • Eligible organizations must have respected commitments linked to any previous grant from the partners.
  • Tourist accommodation operators must comply with applicable laws and regulations and hold an establishment number.
  • Nature and adventure tourism businesses must meet, or commit to meeting, Aventure Écotourisme Québec Quality-Safety standards.
  • Projects must demonstrate long-term sustainability over more than three years and financial support from various local organizations or businesses.

Who is eligible?

  • For-profit tourism businesses.
  • Non-profit tourism organizations.
  • Tourism cooperatives.
  • Municipal entities in Quebec.
  • Indigenous communities, nations, and Indigenous tourism organizations or businesses, as well as regional tourism associations and groupings of these clienteles.

Who is not eligible

  • Crown corporations, departments and agencies of the governments of Quebec and Canada.
  • Applicants listed in the Register of enterprises ineligible for public contracts.
  • Businesses not compliant with the francization process of the Office québécois de la langue française.

Eligible expenses

  • Fees of specialized firms or external consultants.
  • Travel expenses within public service scales, overhead, salaries and benefits directly dedicated to the project.
  • Purchase and installation of equipment necessary to structure the tourism offer.
  • Net taxes related to eligible costs, excluding refundable portions.

Ineligible Costs and Activities

  • Acquisition of motorized transport equipment not dedicated to the visitor experience.
  • Working capital, debt service, operating losses, capital losses and capital buybacks.
  • Bringing the company up to standard, asset maintenance and regulatory compliance costs.
  • Usual operating, administration, maintenance, financing, lobbying, promotion, marketing, legal fees and cost overruns.
  • Costs contracted before submitting the application (except project development fees) and any costs where taxes are refundable or represent donations, in-kind contributions or asset transfers.

  • Businesses and organizations doing business in Quebec.
  • Projects implemented in the Côte-Nord region.

Selection criteria

  • Alignment with EPRTNT 25-27 objectives.
  • Structuring impact, including attraction power, scope, spin-offs, partnerships, job creation and season extension.
  • Level of innovation and quality of concepts, products and services.
  • Sound financial structure and relevance regarding markets, clientele, competition, offer quality and networking.
  • Feasibility based on timeline, business or study plan, promoter expertise and integration of sustainable development principles.

  • Step 1: Download Program Documents

    • Download the explanatory document, application form and self-assessment for the Structuring of the Tourism Offering category.
  • Step 2: Complete Self-Assessment and Application
    • Fill out the self-assessment form for the Structuring of the Tourism Offering.
    • Complete the EPRTNT 25-27 Côte-Nord financial assistance application form in Excel.
    • Prepare all required supporting documents listed in the program guide.
  • Step 3: Submit Application by Email
    • Send the completed forms and required documents by email to direction.dev@cotenordqc.com.
    • Ensure submission by the indicated project submission dates (e.g., December 15, 2025).

  • Financial support is provided as part of the Regional Partnership and Digital Transformation in Tourism 2025-2027 (EPRTNT 25-27).
  • Projects must demonstrate sustainability over more than three years.
  • Some projects may be subject to public tendering rules and arts integration policies depending on construction costs.
  • Organizations with 25 or more employees may need an attestation from the Office québécois de la langue française.
