Overview

The Tourisme Côte-Nord — EPRTNT – Festivals and events grant provides non-repayable funding of up to $10,000 to support the development and enhancement of regional festivals and events. It aims to stimulate regional economies by promoting innovative tourism offerings and encouraging responsible, sustainable practices.

Financing terms and conditions

  • The financial intervention provided is a non-refundable financial contribution.
  • The maximum financial intervention amount is $10,000 and cannot exceed 90% of eligible costs.
  • The promoter's minimum contribution varies by client type: 50% for for-profit organizations (OBL), 20% for non-profit organizations (OBNL), and cooperatives, and 10% for indigenous communities, organizations, or nations, as well as projects located in the Îles-de-la-Madeleine.
  • Government financial assistance can be combined up to specific limits based on the type of eligible clientele contributing to the project.
  • Eligible costs include administration, programming, promotion, and marketing, management of site and facilities, travel expenses, and eligible personnel costs, among others.
  • Ineligible funding sources for the promoter’s contribution include government aid sources, asset transfers, and contributions in goods and services.

  • Festivals or events that stimulate regional visitor traffic not supported by other MTO programs.
  • Projects related to infrastructure or services for festivals/events, subject to other category rules.

Eligibility

  • The applicant must be a legally constituted entity under the laws of the Government of Quebec or the Government of Canada, conducting business in Quebec.
  • The eligible entities include for-profit organizations, non-profit organizations, cooperatives, municipal entities, recognized Indigenous communities and nations, and any grouping of these entities.
  • Applicants must have fulfilled their obligations to partners in previous grant allocations, if applicable.
  • Tourism accommodation establishments must comply with existing laws and regulations and possess a registration number.
  • Nature and adventure tourism businesses must hold or be in the process of obtaining the "Accrédité Qualité-Sécurité" or "Attesté Qualité-Sécurité" certification from Aventure Écotourisme Québec, or commit to undertaking such a process.
  • Eligible projects include festivals and events that are regionally relevant and not already supported by the MTO's financial assistance program for festivals and tourist events.
  • Entities must not be state-controlled companies, government ministries, or agencies of Quebec and Canada.
  • Applicants must not be registered in the register of enterprises ineligible for public contracts.
  • Applicants must comply with the francization process under the Office québécois de la langue française.

  • For-profit tourism organizations.
  • Non-profit tourism organizations.
  • Cooperatives involved in tourism.
  • Municipal entities, excluding state corporations and government ministries.
  • Recognized Indigenous communities, nations, tourism organizations and businesses.
  • Any group composed of these eligible clientele types.

Who is not eligible

  • State-owned companies and ministries and agencies of the governments of Quebec and Canada.
  • Companies listed in the register of enterprises ineligible for public contracts.
  • Companies not compliant with the francization process of the Office québécois de la langue française.
  • Regular programming of an attraction.
  • Trade shows.
  • Tourism exchanges.
  • Conferences.
  • Congresses.
  • Performances.
  • Fairs and markets not targeting gourmet tourism.
  • Exhibitions without additional programming activities.
  • Projects already receiving non-repayable financial aid from the MTO’s Festivals and Events program.

Eligible expenses

  • Administrative costs associated with the event.
  • Operational expenses necessary for the execution of the event.
  • Expenses related to the programming of activities.
  • Promotion, marketing, and communication costs to enhance visibility.
  • Management fees for site and facility oversight.
  • Costs of products intended for resale during the event.
  • Travel expenses, general expenses, salaries, and social benefits for human resources related to the event.
  • Audited sponsorships of goods and services, limited to 50% of total eligible costs.
  • Net taxes related to eligible expenses, excluding reimbursed portions.

Selection criteria

  • Adéquation avec les objectifs de l’EPRTNT.
  • Caractère structurant (pouvoir d’attraction, portée du projet, retombées, concertation avec d’autres partenaires, création d’emplois, étalement de la saison, etc.).
  • Caractère novateur.
  • Qualité en matière de concept, de produits et de services.
  • Structure et montage financiers.
  • Pertinence (clientèle significativement touristique et sa diversification, marché, concurrence, qualité de l’offre, stratégie de marketing, maillage, etc.).
  • Faisabilité (échéancier, stratégie de marketing, qualité du plan d’affaires ou du devis d’études, expertise du promoteur).
  • Prise en compte des principes de développement durable.

How to apply

Preparation of the required documents

  • Fill out the EPRTNT financial assistance application form for the Côte-Nord region.
  • Prepare the program or draft program for the upcoming event.
  • Gather the report from the most recent event, if available.
  • Obtain the most recent financial statements of the organization, including a document on the revenues and expenses of the event.
  • Develop the projected income-expense statement for the upcoming event.
  • Obtain a resolution from the board of directors (or equivalent) mandating the signer of the application.
  • Confirm financial partners, if available.
  • For adventure tourism businesses, obtain confirmation of the "Accredited" or "Quality-Safety" seal or an email exchange proving commitment to this process.
  • Provide a certificate or Indigenous certification, if applicable.
