Overview
This program offers up to $49,500, with a possible additional $45,000, to support tourism attractions, activities, and equipment projects in Côte-Nord. It funds construction, expansion, and modernization initiatives that strengthen and innovate the regional tourism offer in a sustainable way.

Activities funded
- Construction, expansion or improvement of tourism infrastructure and renewal of tourism products and services.
- Consolidation, establishment, expansion or modernization of tourist attractions, equipment, activities or services.
Documents Needed
- Completed and signed application form in Excel format.
- Complete business plan for the project, including required authorizations and permits list.
- Financial statements for the last two fiscal years, if applicable.
- Three-year projected financial statements following project completion, if applicable.
- Board or municipal resolution authorizing the signatory and confirming responsibility for operating costs where required.
Eligibility
- Applicant must be a legally incorporated tourism business, municipal entity, Indigenous community, organization or nation, or a grouping of these.
- Organization must be incorporated under Quebec or Canadian law and conduct business in Quebec.
- Tourist accommodation operators must comply with applicable regulations and hold a valid registration number.
- Nature and adventure tourism businesses must meet, or commit to meeting, Aventure Écotourisme Québec Quality-Safety standards.
- Applicant must have fulfilled commitments related to any previous grant from the partners.
Who is eligible?
- For-profit tourism businesses.
- Non-profit tourism organizations.
- Tourism cooperatives.
- Municipal entities and groupings.
- Indigenous communities, nations and Indigenous tourism organizations or businesses.
Who is not eligible
- Crown corporations and departments or agencies of the governments of Quebec and Canada.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Businesses not compliant with the francization process of the Office québécois de la langue française.
Eligible expenses
- Construction, reconstruction, expansion, adaptation, reconversion or replacement of tourism infrastructure and equipment, including land and trail development.
- Purchase and installation of specialized equipment, furniture, boats and rolling stock enhancing the visitor or workforce experience.
- Professional fees for design, engineering, technical staff, consulting and required reporting.
- Project development studies and plans (business plan, eco-responsible development plan), including certain pre-application costs.
- Land acquisition and related costs, site surveying, on-site quality control, net taxes, contingency (up to 15%), and integration of artworks under the Quebec policy.
Ineligible Costs and Activities
- Acquisition of a business and its infrastructure.
- Promotion and marketing expenses, including website redesign.
- Acquisition of animals, administrative or retail equipment and materials, and long-term rental of land or buildings.
- Working capital, debt service, operating losses, capital buybacks, compliance upgrades, asset maintenance and usual operating or maintenance costs.
- Motorized transport not dedicated to visitor experience, costs incurred before application (except eligible studies), cost overruns, financing charges, legal fees, lobbyist fees and in-kind contributions.

- Businesses and organizations doing business in Quebec, specifically in the Côte-Nord region.
Selection criteria
- Alignment with the objectives of EPRTNT 2025-2027.
- Structuring impact, including attraction power, project scope, spin-offs, partnerships, job creation and season extension.
- Level of innovation and quality of the concept, products and services.
- Strength of the financial structure, market relevance, clientele potential and marketing strategy.
- Feasibility of the project and consideration of sustainable development principles.
How to apply
- Step 1: Download Program Documents

- Download the self-assessment tool and the application form for the “Attractions, Activities and Equipments” category.
- Step 2: Complete Self-Assessment and Application
- Fill out the self-assessment form to validate project alignment with the program.
- Complete the financial assistance application form in Excel format.
- Prepare all required supporting documents listed in the program guide.
- Step 3: Submit Application by Email
- Compile the completed forms and required documents.
- Send the full application package by email to direction.dev@cotenordqc.com by the specified submission date.
Additional information
- Financial assistance takes the form of a non-repayable contribution.
- Project assessment considers the overall sustainable development approach, including social and eco-responsible components.
- Projects must integrate measures that reduce environmental impacts while generating positive social and economic benefits.
- Public calls for tenders are required for construction contracts of $100,000 or more.
