Activities funded
- Construction, expansion or improvement of tourism infrastructure and renewal of tourism products and services.
- Consolidation, establishment, expansion or modernization of tourist attractions, equipment, activities or services.
Documents Needed
- Completed and signed application form in Excel format.
- Complete project business plan, including the list of authorizations, attestations, certificates or permits required for the project.
- Most recent financial statements for the last two years, and three-year projected financial statements after project completion.
- For municipal entities and Indigenous communities, a document showing project or attraction revenues and expenses and a resolution committing to cover operating costs for five years.
- Board resolution authorizing the signatory; and, where applicable, partner financial confirmation, the Ministry of Culture and Communications email for construction projects of $150,000 or more, OQLF attestation or certification, proof of Aventure Écotourisme Québec Quality-Safety compliance, and an Indigenous certificate or certification.

Who is eligible?
- For-profit tourism businesses.
- Non-profit tourism organizations.
- Tourism cooperatives.
- Municipal entities and groupings.
- Indigenous communities, nations and Indigenous tourism organizations or businesses.
Who is not eligible
- Crown corporations and departments or agencies of the governments of Quebec and Canada.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Businesses not compliant with the francization process of the Office québécois de la langue française.
Eligible expenses
- Costs to carry out eligible projects, including construction, expansion, improvement, reconstruction, adaptation or redevelopment of infrastructure or equipment, and the deployment of a new tourism experience.
- Construction and equipment purchase costs that improve attraction capacity and help retain the workforce, provided they do not represent the majority of the project costs.
- Professional fees for recognized professionals, technical staff or consultants, including design, engineering, project supervision, project management and accountability reporting.
- Project-preparation studies and planning costs, including preliminary studies, business plans and eco-responsible development plans, even when incurred up to two years before the application.
- Land and trail development, specialized equipment and furniture, boats, rolling stock, land, easements and rights of way required for the project, sustainable practice integration, surveying, quality control, net taxes, contingency costs up to 15%, and artwork integration.
Ineligible Costs and Activities
- Business acquisition and its infrastructure; promotion and marketing costs, including website redesign; animals; and administrative, storage or retail equipment.
- Long-term rental of land, buildings or other facilities; motorized transport not dedicated to the visitor experience; and services or work normally supplied by the beneficiary, including routine maintenance and internal management.
- Working capital, debt service, operating losses, capital losses, capital buybacks, financing costs, legal fees, lobbyist remuneration, and direct or indirect operating or administrative costs.
- Costs linked to bringing assets up to standard, maintaining assets and regulatory compliance; and costs for which the beneficiary entered into contractual commitments before the application was submitted, except project-development studies.
- Refundable QST and GST amounts, transfers of assets, gifts, and in-kind contributions or services.

- Level of innovation and quality of the concept, products and services.
- Strength of the financial structure, market relevance, clientele potential and marketing strategy.
- Feasibility of the project and consideration of sustainable development principles.

- Complete the self-assessment form and the EPRTNT 25-27 Côte-Nord financial assistance application form.

Additional information
- Construction contracts of $100,000 or more require a public tender.
- Projects for the construction or enlargement of a public building or site costing $150,000 or more are subject to the Policy of Integration of the Arts into Architecture and into Government and Public Buildings and Sites.
- Assistance of $100,000 or more to an OBL with more than 100 employees must include a commitment to implement an equal access program.
- Organizations operating in Quebec with 25 or more employees over a 6-month period must provide proof of compliance with OQLF francization requirements.
