- Marketing, promotion, and advertising costs
- Leasehold improvements, renovation, expansion, construction, and land or non-residential building acquisition

- Operating deficits, loan repayment, or working capital replenishment
- Costs already paid by the Government of Quebec for the same project
- Costs not directly tied to the project or for projects already completed
