Overview of the MAPAQ — Biofood Innovation Program – Component 5 program

The Biofood Innovation Program Component 5 – Support for Knowledge Transfer and Dissemination offers funding of up to $143,750 per project to promote the adoption of new practices in the biofood sector through knowledge and technology transfer from research. Eligible activities include communication events, the development of technical dissemination tools, technology showcases, and hosting international experts.

Financing terms and conditions

  • Financial assistance covers up to 70% of eligible project expenses.
  • Categories A and B: Funding ranges from a minimum of $8,000 to a maximum of $57,500 per project, including up to 15% administrative costs.
  • Category C: Funding from $25,000 up to $143,750 per project, including up to 15% administrative costs.
  • Category D: Funding from $2,000 to $5,750 per project, including up to 15% administrative costs.
  • The combined total of all public financial assistance for a project must not exceed 75% of eligible expenses.

Eligible projects & activities

  • Organizing and delivering communication activities such as conferences, symposiums, workshops, and production of documentation that highlight innovation successes in products, processes, exemplary practices, and new technologies.
  • Development of new dissemination tools focusing on technical knowledge for the biofood sector (excluding those primarily about agroenvironmental topics), such as technical guides and information sheets.
  • Implementation of sector-wide technology showcase initiatives that present new technologies being used under real business conditions (excluding activities primarily focused on agroenvironmental topics).
  • Hosting foreign experts in Quebec to participate in knowledge transfer activities and share their expertise with local stakeholders.

Eligibility criteria of the MAPAQ — Biofood Innovation Program – Component 5 program

  • The applicant must be a research institution, technology transfer establishment, dissemination center, or an association/grouping of businesses or producers.
  • The project must be carried out in Quebec.
  • The project must aim to transfer or disseminate new knowledge, practices, or technologies resulting from research to biofood businesses.
  • The project duration must not exceed 2 years.
  • The project must fall into one of the following categories: innovation communication activities, development of new technical knowledge sharing tools (excluding primarily agri-environmental content), sectoral technology showcases (excluding primarily agri-environmental content), or hosting foreign experts.

Who is not eligible

  • Government ministries, government-funded agencies, and state-owned enterprises controlled by any level of government.
  • Municipal entities.
  • Financial cooperatives and banking institutions.
  • Companies that have defaulted on obligations for previous financial assistance from the Ministry in the last two years after formal notice.
  • Businesses involved in the production, transformation, sale, or service related to recreational cannabis products or non-approved cannabis products by Health Canada.

Eligible expenses

  • Salaries and related social benefits for staff and students directly involved in the project.
  • Professional and consulting fees related to the project.
  • Purchase or rental of materials, supplies, and equipment (up to $7,000 per unit).
  • Rental costs for equipment, buildings, or land needed for the project.
  • Travel and accommodation expenses in accordance with Quebec government directives, for project team members.
  • Costs associated with layout, editing, and linguistic revision of guides and technical sheets.
  • Expenses for communications, advertising, and dissemination of project information.
  • Administration costs up to 15% of the financial aid, excluding professional or contractual fees.
  • Non-recoverable portion of GST (TPS) and Quebec sales tax (TVQ).

  • Relevance of the project in relation to the priorities of the sector, Ministry, and the objectives of the program and call for projects.
  • Consistency of the knowledge transfer or dissemination approach with sector challenges.
  • Quality of the methodology for transferring or disseminating new knowledge, practices, or technologies (e.g., current state of knowledge, project schedule, and execution plan).
  • Relevance, experience, and expertise level of the project team.
  • Expected scale and impact of anticipated results, and adequacy of costs with the scope and complexity of the project.

Prepare application documents
  • Prepare the required documents: financial assistance application form, financing plan and project schedule, partner commitment certificate (if required), CVs of project researchers and professionals
  • Ensure all documents are completed in French

Submit your application
  • Send all required documents in a single email to pib.depot@mapaq.gouv.qc.ca
  • Verify receipt of the automatic acknowledgment of receipt

Acknowledge receipt and provide missing information
  • Wait for acknowledgment of receipt from the Ministry
  • Respond promptly if additional information or missing documents are requested

Eligibility review by Ministry
  • The Ministry will verify eligibility of the applicant and the project
  • If the application is not eligible, an official notification will be sent and the process ends

Project evaluation
  • The project evaluation committee analyzes the project based on relevance, transfer process, methodology, team expertise, anticipated results, and cost appropriateness
  • External scientific or technical expertise may be consulted

Receive decision and sign agreement
  • The Ministry sends a letter informing the decision to fund or decline the project
  • If accepted, the applicant must sign the financial assistance agreement
  • If declined, an official notification is sent
