Overview
CMHC Eco Plus offers a 25% refund on CMHC mortgage loan insurance premiums for eligible borrowers purchasing or building a newly built energy-efficient home. The program aims to encourage high energy efficiency in new residential construction by supporting homes that hold an approved energy performance certification or meet the EnerGuide-based energy consumption target.

Eligibility
- The mortgage must be insured by CMHC (Canada Mortgage and Housing Corporation).
- The financing must be used to purchase or construct a newly built home that has never been previously occupied (including newly built condominium units under the conditions defined by CMHC).
- The home must either hold an eligible third-party energy efficiency certification listed by CMHC or meet the required EnerGuide energy efficiency target (at least 20% lower energy consumption than a typical new house, as assessed under NRCan’s EnerGuide Rating System).
- The applicant must submit the Eco Plus refund request to CMHC within 24 months (2 years) of the mortgage closing date.

How to apply

Verify eligibility conditions
- Confirm that your home is newly built and meets the required energy efficiency standards or eligible certifications
- Ensure your mortgage loan is insured by CMHC for the purchase or construction of the home
- Have your home assessed by a Natural Resources Canada (NRCan) qualified energy advisor if you do not have an energy efficiency certificate

Plan application timing
- Wait until after the closing of your CMHC-insured mortgage before applying
- Note that you must submit your Eco Plus refund application within 24 months (2 years) of the mortgage closing date
- Plan your application timing while considering the current minimum processing delay of 24 weeks

Collect required documents
- Obtain the final energy efficiency certificate from the list of eligible third-party certifications, if applicable
- Gather your home’s EnerGuide label or EnerGuide Renovation Upgrade Report (RUR), if available
- Keep your mortgage closing information readily accessible for the application form

Complete application form
- Download the CMHC Eco Plus premium refund application form from CMHC
- Complete all required sections accurately, including borrower, property and mortgage details
- Attach copies of your energy efficiency certificate and/or EnerGuide documents as instructed

Submit your application
- Submit the completed application form and supporting documents by email to eemrefund@cmhc-schl.gc.ca, by fax to 1-800-245-9274, or by mail to 700 Montreal Road (Suite 1000), Ottawa, Ontario, K1A 0P7
- Ensure the application is sent within 24 months of your mortgage closing date
- Keep confirmation of your submission (email, fax receipt or mailing proof) for your records

Await refund decision
- Allow for a minimum processing time of 24 weeks due to high application volumes
- Monitor any follow-up requests from CMHC and respond promptly if additional information is needed
- Wait for CMHC to review your file and issue the 25% premium refund if approved

- As of July 8, 2025, the program will be restricted to newly built homes that have an energy efficiency certificate or rating.
- Eligibility is assessed using Natural Resources Canada’s EnerGuide Rating System, including a target of at least 20% lower energy consumption than a typical new house.
- There is a stated processing delay of at least 24 weeks due to a high volume of applications.
