Overview
Funding supports recreational, sports, and outdoor infrastructure projects in Quebec, up to $20,000,000 (Component 1) or $500,000 (Component 2). Eligible activities include construction, renovation, code compliance work, development, upgrading, and outdoor trail/site improvements, depending on the component.
Activities funded
- Component 1: renovation, code compliance work, construction, or development of sports and recreational infrastructure (excluding outdoor infrastructure).
- Component 2: upgrading existing outdoor trails or outdoor activity sites.
- Component 2: adding light amenities to a trail or outdoor activity site (e.g., rustic camping area, shelter, dry toilet, lookout).
- Component 2: developing a new outdoor trail or a new outdoor activity site.
Documents Needed
- Project description and justification
- Cost estimate and financing plan (sources of funding)
- Technical document (e.g., site plan, preliminary plans and specifications, or project sketch)
- Applicant’s governing body resolution approving the application
- Proof of land/infrastructure ownership or valid rights, plus photos of the site/installation
Eligibility
- Submit an eligible project under Component 1 (sports/recreational) or Component 2 (outdoor infrastructure).
- The applicant must be an eligible organization for the selected component.
- The infrastructure and planned works must be eligible under the selected component’s rules.
- All required application documents must be submitted by the call deadline.
- The requested assistance and public funding stacking must comply with program requirements.

- Municipal organizations
- Recognized First Nations or Inuit entities
- Non-profit organizations (NPOs)
- Solidarity cooperatives
- School and higher education organizations (e.g., school service centres, subsidized private schools, CEGEPs, universities)
Who is not eligible
- For-profit organizations
- Non-subsidized private educational institutions (not accredited for subsidies under the Private Education Act)
- Crown corporations, ministries, and government bodies (Quebec or Canada)
- Organizations in bankruptcy
- Organizations listed in Quebec’s Register of Enterprises Ineligible for Public Contracts (RENA), including listed subcontractors
Eligible expenses
- Construction, renovation, development, and code-compliance work costs for eligible infrastructure (direct costs)
- Surveying costs (on-site surveying for Component 1; surveying fees for Component 2)
- Demolition required for the eligible work (Component 1)
- Professional fees (e.g., plans/specifications, supervision, project management) within the allowed incidentals cap
- Environmental/authorization studies or reports required to obtain permits, plus eligible net taxes
Ineligible Costs and Activities
- Costs incurred before the Minister’s announcement letter is signed
- Land/building acquisition and related fees (Component 1)
- Ongoing operations and recurring annual maintenance of the infrastructure
- Purchase of movable equipment/materials (e.g., tools, rolling stock, movable equipment), except snow guns in the limited cases allowed
- Promotion/animation activities (Component 2)

- Project quality and relevance in response to population needs.
- Accessibility for multiple user groups, including Indigenous communities.
- Urgency of the intervention (infrastructure sustainability and/or public safety).
- Involvement/collaboration of local partners (financial contribution and/or shared use).
- Energy-saving measures and consideration of relevant sustainable development principles.
How to apply
- Step 1: Choose program component
- Select Component 1 (sports and recreational infrastructure) or Component 2 (outdoor infrastructure) based on the project.
- Step 2: Prepare application package
- Complete the electronic application form provided by the Ministry.
- Compile all required supporting documents.
- Step 3: Submit before the deadline
- Submit the completed electronic form and attachments by the call deadline (Component 1: June 22, 2026; Component 2: May 21, 2026).
Processing and Agreement
- Applications are reviewed for admissibility (eligible applicant, infrastructure, works, and required documents).
- Eligible applications are evaluated against the program’s assessment criteria; funding is not guaranteed if the budget envelope is insufficient.
- If selected, the Ministry issues a Minister’s announcement letter confirming admissibility and the amount awarded.
- A financial assistance agreement is then signed, which sets the authorized start date for work and confirms conditions and eligible costs.
- The Ministry may request additional documents and may require project modifications before concluding the agreement.
Additional information
- Applications open on February 23, 2026 (both components).
- Only one application per site may be submitted (different facilities can be included).
- Infrastructure must be publicly accessible (not restricted to members only).
- The program ends on March 31, 2027.
