Overview

This non-repayable grant supports innovative awareness and promotion projects that encourage residents and visitors to use active and public transportation when attending eligible Québec-based festivals and tourist events, offering up to $75,000 in funding. Eligible activities include adding new services, acquiring equipment or materials, implementing minor infrastructures or amenities, and delivering communication, marketing, and outreach actions (e.g., information panels and infographics) tied directly to the project.

  • Projects involving facilities/infrastructure or equipment that support awareness and promotion efforts for active and collective transportation at festivals and tourist events.

Eligibility

  • The applicant must be one of the following: a for-profit organization, non-profit organization, cooperative, municipal entity, or an Indigenous community/organization/nation recognized by the National Assembly (or a group made up of these eligible applicants).
  • The applicant organization must be legally constituted in Québec.
  • The project must be tied to an eligible festival or tourist event produced and held in Québec, lasting at least 2 days, organized around a theme with an activity program, and having held at least one prior edition before submitting the application.
  • The project must be an innovative initiative that encourages greater use of active and/or collective transportation during the festival or event (e.g., infrastructure or site improvements, equipment acquisition, new services, or awareness/promotion activities).
  • The organization must (1) have at least one edition of the festival/event take place during the project period to allow a participant survey, and (2) agree to share the project’s implementation steps and results with Événements Attractions Québec (ÉAQ) and other sector stakeholders, and ensure the project increases stakeholders’ knowledge of active and collective transportation.

  • Indigenous communities, organizations, enterprises and nations recognized by the National Assembly

Who is not eligible

  • Quebec or Canadian government ministries and agencies (including government-controlled corporations, and businesses majority-owned by a Crown corporation).
  • Companies under creditor protection or insolvency proceedings (under the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act).
  • Organizations listed in Quebec’s Register of Enterprises Ineligible for Public Contracts (RENA).
  • Charities.
  • Applicants that, in the past two years, failed to meet obligations or were formally put in default related to previous financial assistance from the Québec Ministry of Tourism (MTO) or the Ministry of Health and Social Services (MSSS), or businesses operating without the required operating permit.

Eligible expenses

  • Rental of equipment and machinery, and purchase of materials, supplies or infrastructure essential to carrying out the project.
  • Costs for street furniture and related services associated with cycling or pedestrian facilities.
  • Development of communication tools that encourage the use of active and public/collective transportation (e.g., information panels, infographics).
  • Fees paid to recognized professionals for delivering the project.
  • Promotion, marketing and communication expenses, including disseminating and publishing the project results.
  • Salaries of the organization’s permanent staff assigned to the project, including social benefits.
  • Administrative and management costs directly related to implementing the project.
  • Net taxes (excluding any refundable portion) related to direct project costs.

Eligible geographic areas

  • Quebec (organizations must be legally constituted in Quebec; eligible festivals and tourist events must be produced and held in Quebec).

Selection criteria

  • Quality of the project and the objectives pursued.
  • Structuring nature of the project (i.e., how it strengthens/organizes practices and can serve as a model).
  • Level of support for the project (from the community, project stakeholders, and the relevant regional/sector tourism associations).
  • Expected results and positive impacts across the three dimensions of sustainable development (environmental, social, and economic).
  • Applicant’s and partners’ expertise, competency, and experience to deliver the project.

How to apply

  • Step 1: Review program requirements (guide)
    • Read the applicant guide before preparing your file.
    • Confirm the program end date (project completion and final report deadline): March 31, 2026.
    • If recommended, consult Événements Attractions Québec (ÉAQ)’s sustainable development team before submitting to validate your project’s general eligibility.
  • Step 2: Plan procurement (invited tender, if applicable)
    • If you will rent equipment/machinery, purchase materials/supplies/infrastructure, or procure any service with a unit value over $25,000 before taxes, conduct an invited tender process.
    • Obtain two comparable quotes (these may be required later as part of reporting and follow-ups).
    • Review the rules regarding contract awarding.
  • Step 3: Complete the project submission form (application form)
    • Fill out the ÉAQ project submission form provided for the call for projects.
    • Include all information requested in the form (organization identification, project summary, implementation schedule, relevance to program objectives, impacts, feasibility, and project costs/financing via the required financial plan file).
    • Ensure your planned project dates allow you to complete the project, fully spend funds, and submit the final report by the required deadline.
  • Step 4: Gather and prepare required supporting documents
    • Prepare a board resolution or a confirmation letter from the president/owner confirming the project submission.
    • Prepare the financial plan (montage financier).
    • Prepare a letter confirming the organization has the funds or has secured the financing required to complete the project (cash contribution/non-government sources).
    • Collect letters of support, if applicable.
    • Prepare the project timeline/schedule.
    • Add any other document you consider relevant to support your application.
  • Step 5: Submit the complete application to ÉAQ (email submission)
    • Submit one complete file per applicant.
    • Send the completed submission form and all supporting documents by email to: viragedurable@eaq.quebec.
  • Step 6: Application review and selection process (evaluation)
    • ÉAQ reviews the file for general eligibility and completeness; additional information may be requested depending on the project.
    • Be aware that incomplete applications may be rejected.
    • If selected, you will be informed following the evaluation and selection steps described in the applicant guide.
  • Step 7: Sign the grant agreement (funding convention)
    • If your project is approved, sign and return the personalized funding agreement (convention de subvention) sent to your organization.
    • Use the agreement to confirm the parameters for payments, follow-ups, and reporting requirements.
  • Step 8: Implement the project and complete required follow-ups (midterm report)
    • Carry out the project as approved.
    • Complete the midterm follow-up report (template provided by ÉAQ), including progress and an expense table.
    • Provide required procurement documentation when applicable (e.g., comparable quotes if not already submitted).
  • Step 9: Submit the final report and close-out documents (final accountability)
    • At project end, submit the final report (bilan des réalisations), including the final achievement summary as described in your application file.
    • Include documentation such as photos/videos and the table of actual expenses, as required in ÉAQ’s activity report template.
    • Submit the final documentation within the required timeframe described in the applicant guide, ensuring it does not exceed March 31, 2026.

Additional information

  • The call for projects is ongoing (continuous intake) starting May 29, 2024, until available funds are exhausted.
  • Only one application file can be submitted per applicant.
  • The project must be completed, all funds spent, and the final report submitted by March 31, 2026.
  • For any rental, purchase, or service with a unit value over $25,000 (before taxes), an invitation-only tender process is required, and two comparable quotes must be obtained.
