Who is not eligible
- Quebec or Canadian government ministries and agencies (including government-controlled corporations, and businesses majority-owned by a Crown corporation).
- Companies under creditor protection or insolvency proceedings (under the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act).
- Organizations listed in Quebec’s Register of Enterprises Ineligible for Public Contracts (RENA).
- Charities.
- Applicants that, in the past two years, failed to meet obligations or were formally put in default related to previous financial assistance from the Québec Ministry of Tourism (MTO) or the Ministry of Health and Social Services (MSSS), or businesses operating without the required operating permit.
Eligible expenses
- Rental of equipment and machinery, and purchase of materials, supplies or infrastructure essential to carrying out the project.
- Costs for street furniture and related services associated with cycling or pedestrian facilities.
- Development of communication tools that encourage the use of active and public/collective transportation (e.g., information panels, infographics).
- Fees paid to recognized professionals for delivering the project.
- Promotion, marketing and communication expenses, including disseminating and publishing the project results.
- Salaries of the organization’s permanent staff assigned to the project, including social benefits.
- Administrative and management costs directly related to implementing the project.
- Net taxes (excluding any refundable portion) related to direct project costs.
Ineligible Costs and Activities
- Expenses incurred before the project is submitted or after the project end date (including any costs incurred after the project is completed).
- Maintenance or operating costs for existing installations that have not been modified.
- Expenses related to the organization’s regular day-to-day operations (ongoing activities not tied to the project).
- Cost overruns beyond the amounts approved in the application file.
- Working capital, debt service, operating losses, capital losses, capital buybacks, and any refundable portion of QST/GST or other reimbursable costs.

- Quebec (organizations must be legally constituted in Quebec; eligible festivals and tourist events must be produced and held in Quebec).

- Structuring nature of the project (i.e., how it strengthens/organizes practices and can serve as a model).
- Level of support for the project (from the community, project stakeholders, and the relevant regional/sector tourism associations).
- Expected results and positive impacts across the three dimensions of sustainable development (environmental, social, and economic).
- Applicant’s and partners’ expertise, competency, and experience to deliver the project.
How to apply
- Step 1: Review program requirements (guide)
- Read the applicant guide before preparing your file.
- Confirm the program end date (project completion and final report deadline): March 31, 2026.
- If recommended, consult Événements Attractions Québec (ÉAQ)’s sustainable development team before submitting to validate your project’s general eligibility.
- Step 2: Plan procurement (invited tender, if applicable)
- If you will rent equipment/machinery, purchase materials/supplies/infrastructure, or procure any service with a unit value over $25,000 before taxes, conduct an invited tender process.
- Obtain two comparable quotes (these may be required later as part of reporting and follow-ups).
- Review the rules regarding contract awarding.
- Step 3: Complete the project submission form (application form)
- Fill out the ÉAQ project submission form provided for the call for projects.
- Include all information requested in the form (organization identification, project summary, implementation schedule, relevance to program objectives, impacts, feasibility, and project costs/financing via the required financial plan file).
- Ensure your planned project dates allow you to complete the project, fully spend funds, and submit the final report by the required deadline.
- Step 4: Gather and prepare required supporting documents
- Prepare a board resolution or a confirmation letter from the president/owner confirming the project submission.
- Prepare the financial plan (montage financier).
- Prepare a letter confirming the organization has the funds or has secured the financing required to complete the project (cash contribution/non-government sources).
- Collect letters of support, if applicable.
- Prepare the project timeline/schedule.
- Add any other document you consider relevant to support your application.
- Step 5: Submit the complete application to ÉAQ (email submission)
- Submit one complete file per applicant.
- Send the completed submission form and all supporting documents by email to: viragedurable@eaq.quebec.
- Step 6: Application review and selection process (evaluation)
- ÉAQ reviews the file for general eligibility and completeness; additional information may be requested depending on the project.
- Be aware that incomplete applications may be rejected.
- If selected, you will be informed following the evaluation and selection steps described in the applicant guide.
- Step 7: Sign the grant agreement (funding convention)
- If your project is approved, sign and return the personalized funding agreement (convention de subvention) sent to your organization.
- Use the agreement to confirm the parameters for payments, follow-ups, and reporting requirements.
- Step 8: Implement the project and complete required follow-ups (midterm report)
- Carry out the project as approved.
- Complete the midterm follow-up report (template provided by ÉAQ), including progress and an expense table.
- Provide required procurement documentation when applicable (e.g., comparable quotes if not already submitted).
- Step 9: Submit the final report and close-out documents (final accountability)
- At project end, submit the final report (bilan des réalisations), including the final achievement summary as described in your application file.
- Include documentation such as photos/videos and the table of actual expenses, as required in ÉAQ’s activity report template.
- Submit the final documentation within the required timeframe described in the applicant guide, ensuring it does not exceed March 31, 2026.
Processing and Agreement
- Événements Attractions Québec (ÉAQ) first verifies the file’s overall eligibility and may ask for clarifications or reject incomplete applications.
- A follow-up committee checks compliance (eligibility, project fit, and receipt of required information on time), then assesses the project using a weighted evaluation grid and qualitative review.
- The selected projects list is submitted to a steering committee for approval during meetings held about every six weeks.
- Applicants are notified by email: the Minister of Tourism announces approved projects by email, and ÉAQ emails applicants who were not selected.
- If approved, the organization receives a personalized grant agreement to sign; it sets payment terms, follow-ups, and reporting requirements.
Additional information
- The call for projects is ongoing (continuous intake) starting May 29, 2024, until available funds are exhausted.
- Only one application file can be submitted per applicant.
- The project must be completed, all funds spent, and the final report submitted by March 31, 2026.
- For any rental, purchase, or service with a unit value over $25,000 (before taxes), an invitation-only tender process is required, and two comparable quotes must be obtained.
