- Installation of a beveled threshold/ramp piece.

- Construction of an access ramp (maximum slope 1:12).
- Installation of grab bars in washrooms.
- Modifications to provide access to the sink.
- Replacement of faucets/fixtures.
- Modifications to provide access to a hand dryer or paper towel dispenser.
- Replacement of an adapted toilet.
- Other permanent work costs that facilitate access to the business entrance and to washroom sanitary fixtures (even if not specifically listed above).
Eligible geographic areas
- Designated application territory within the City of Trois-Rivières (as defined in Annex I of the by-law).
Selection criteria
- Compliance of the project with urban planning regulations, the urban plan, and the provisions of the program.
- Receipt of a bid (within 45 days following approval of the application) prepared by a contractor holding an appropriate license from the Régie du bâtiment du Québec.
How to apply
- Step 1: Complete the grant application form
- Fill out and sign the appropriate forms provided in Annex II (grant application form).
- Include your name, address, and telephone number.
- Attach a document proving you are the most recent owner listed on the municipal assessment roll for the building concerned.
- If someone is acting on your behalf, attach a document establishing that person’s mandate.
- Step 2: Submit the application to the City for review
- Send your completed and signed application (Annex II) with all required documents to the City of Trois-Rivières for analysis by the Direction de l’aménagement, de la gestion et du développement durable du territoire.
- Ensure the proposed project is compliant with the applicable urban planning by-laws, the planning program, and the universal accessibility program requirements.
- Step 3: Provide a contractor quote within 45 days (RBQ licence)
- Within 45 days following the approval of your application, submit a quote prepared by a contractor holding an appropriate Régie du bâtiment du Québec (RBQ) licence.
- Step 4: Pay the application processing fee
- Pay the processing fee required for the treatment of a grant application ($300).
- Step 5: Obtain written grant approval before starting work
- Do not begin the work before the grant is approved.
- After approval, begin the work within 3 months of the grant approval date.
- Complete the work within 12 months of the same approval date.
- If needed, request an extension from the director; obtain written confirmation of the authorized extension and the revised start/completion dates.
- Step 6: Sign the grant acceptance form
- Before receiving the grant, sign the grant acceptance form (Annex III) and obtain the director’s signature.
- Step 7: Obtain the required construction permit
- Obtain from the City the construction permit required to carry out the work.
- Step 8: Complete the work and provide proof of execution
- Complete the work as authorized under the program and within the required timeline.
- Provide the director with proof that the work was carried out by an appropriately licensed RBQ contractor and that materials were supplied by that contractor.
- Step 9: Receive payment of the grant (after completion)
- Once the work has been completed as described in the approved file, the City pays the grant to the property owner.
- The grant is paid in full at the end of the work.
Processing and Agreement
- The City’s Director administers the program and the Planning/Territory Management and Sustainable Development Department reviews the file for compliance with applicable urban planning by-laws, the urban plan, and the program rules.
- If the application is accepted, the owner must submit a contractor quote within 45 days of that approval.
- The owner cannot start the work before the City approves the grant.
- Before any payment, the owner must sign the grant acceptance form and obtain the required construction permit from the City.
- After the work is completed as approved and within the required deadlines, the City pays the grant in full at the end of the work.
Additional information
- The program is established by the City of Trois-Rivières by-law (2011, chapter 159), with an administrative compilation in force since May 25, 2016.
- Only one exit per establishment will be adapted under the program.
- If the applicant does not comply with the prescribed time limits and conditions, they lose the right to the grant and may have to reimburse amounts already received.
- If the building is sold before the grant is paid, the new owner assumes the same obligations and benefits from the same rights as the original applicant.
