Overview
The City of Trois-Rivières’ Universal Accessibility Program provides a grant covering up to 90% of eligible work costs, to a maximum of $7,500 per establishment. It funds permanent adaptations to reduce access barriers in commercial or service establishments, including entrance/exit improvements (e.g., electric door openers, ramps, new doors) and accessibility upgrades to washrooms and sanitary fixtures (e.g., grab bars, accessible sinks, adapted toilets).
Activities funded
- Permanent accessibility renovations to reduce or remove barriers at the entrance and exit of a commercial or service establishment (one accessible entrance/exit per establishment).
- Renovations to provide access to the washroom.
- Permanent washroom accessibility upgrades to improve access to sanitary fixtures and equipment.
- Other permanent accessibility improvements that facilitate access to the business and to sanitary fixtures.
Eligibility
- The applicant must be the owner of a non-vacant commercial or service building located within the program’s designated territory (Annex I).
- The project must involve permanent accessibility adaptations that correct or reduce obstacles to entering/exiting the establishment and/or accessing washrooms and sanitary fixtures.
- The proposed adaptations must be simple solutions appropriate to the building’s constraints, and only one entrance/exit per establishment will be adapted.
- The work must be carried out by a contractor holding the appropriate licence from the Régie du bâtiment du Québec (RBQ).
- The owner must obtain grant approval before starting the work.

- Businesses located outside the program’s designated application territory (Annex I).
Eligible expenses
- Installation of an automatic (electric) door opener.
- Installation of a beveled threshold/ramp piece.
- Installation of a new door.
- Construction of an access ramp (maximum slope 1:12).
- Installation of grab bars in washrooms.
- Modifications to provide access to the sink.
- Replacement of faucets/fixtures.
- Modifications to provide access to a hand dryer or paper towel dispenser.
- Replacement of an adapted toilet.
- Other permanent work costs that facilitate access to the business entrance and to washroom sanitary fixtures (even if not specifically listed above).
Eligible geographic areas
- Designated application territory within the City of Trois-Rivières (as defined in Annex I of the by-law).
Selection criteria
- Compliance of the project with urban planning regulations, the urban plan, and the provisions of the program.
- Receipt of a bid (within 45 days following approval of the application) prepared by a contractor holding an appropriate license from the Régie du bâtiment du Québec.
How to apply

Confirm eligibility and project scope
- Confirm you are the owner of a non-vacant commercial or service building located in the program territory (Annex I)
- Ensure the planned work is a simple, permanent adaptation that reduces accessibility barriers (entrance/exit or sanitary facilities)

Prepare the application file
- Complete and sign the grant application form (Annex II)
- Include your name, address, and phone number
- Attach proof you are the latest owner listed on the assessment roll for the building
- If applicable, attach proof of mandate for a representative

Submit the application to the City
- Submit the application to the City for review by the Direction de l’aménagement, de la gestion et du développement durable du territoire
- Ensure the project complies with urban planning by-laws, the planning program, and this program

Provide the contractor quote
- Within 45 days of the application approval, provide a quote prepared by an RBQ-licensed contractor with the appropriate licence
- Do not start work before the grant is approved

Pay the processing fee
- Pay the application processing fee of $300

Accept the grant and get permit
- Sign the grant acceptance form (Annex III) and obtain the director’s signature
- Obtain the required construction permit from the City

Carry out the approved work
- Start work within 3 months of grant approval
- Complete work within 12 months of grant approval (unless an extension is granted in writing)
- Have the work done by an RBQ-licensed contractor

Submit proof of completed work
- Provide proof to the director that the work and materials were supplied by the RBQ-licensed contractor
- Confirm the work was completed as approved and within the required timeframe

Receive the grant payment
- Receive the full grant payment once the work is completed as approved
Additional information
- The program is established by the City of Trois-Rivières by-law (2011, chapter 159), with an administrative compilation in force since May 25, 2016.
- Only one exit per establishment will be adapted under the program.
- If the applicant does not comply with the prescribed time limits and conditions, they lose the right to the grant and may have to reimburse amounts already received.
- If the building is sold before the grant is paid, the new owner assumes the same obligations and benefits from the same rights as the original applicant.
