Overview
The Charge+ program, funded by Natural Resources Canada and managed by Propulsion Québec, offers up to $100,000 to support the acquisition and installation of Level 2 and fast-charging stations for vehicle fleets, workplaces, and public spaces. The initiative aims to accelerate the electrification of transportation by subsidizing the deployment of new permanent charging infrastructure.
Financing terms and conditions
- Financial support covers up to 50% of total project costs, up to a maximum of $100,000 per application.
- The cumulative amount of financial assistance from all government sources and energy distributors cannot exceed 75% of total eligible expenditures, except for provincial, territorial, or municipal governments, where the limit is 100%.
- Organizations can submit more than one application, but each notice of interest cannot request more than $100,000 in funding.
- Grant reimbursements are issued quarterly upon submission of completed work and supporting documents.

Eligibility
- For private sector organizations, the applicant must be a member or major partner of Propulsion Québec.
- For public sector organizations, the applicant must be a provincial, regional, or municipal government agency or their public institutions, agencies, or government corporations in Quebec, or a collaborating organization that contributes to vehicle fleet transition, promotes experimentation and innovation, or collaborates on electrification-related projects.
- The project must involve the acquisition and installation of new, permanent charging infrastructure (not leased or replacement equipment).
- The charging infrastructure must be installed at a site with confirmed access and comply with all local codes and by-laws.
- The stations must be commercially available, accredited for use in Canada, and manufactured in countries with a free trade agreement in force with Canada.
Who is eligible?
- Private-sector companies (for-profit or not-for-profit) that are members or major partners of Propulsion Québec in the Electric and Smart Transportation (EST) cluster
- Provincial, regional, or municipal government agencies in Quebec and their public institutions, agencies, and government corporations
Who is not eligible
- Federal organizations, Crown corporations, and federal agencies.
Eligible expenses
- Salaries and benefits related to the project.
- Professional services, including scientific, technical, management, engineering, construction, installation, testing, commissioning, training, marketing, data collection, logistics, maintenance, printing, distribution, verification, and evaluation.
- Capital assets, such as IT equipment and infrastructure required for the project.
- Leasing or rental costs linked to eligible project activities.
- Environmental assessment fees incurred as part of the project.

- Compliance with all administrative and technical criteria of the program during the prequalification stage.
- Verification of the conformity of the works with local codes and regulations in force.
- Completeness of submissions and documents submitted during the official application.
- Project's ability to meet identified needs and justify the installation or expansion of charging infrastructure.
How to apply

Submit notice of interest
- Notify Propulsion Québec of your interest in the Charge+ program
- Complete the notice of interest form

Identify project needs
- Describe the estimated number and types of charging stations needed
- Inform Propulsion Québec if you require contact with suppliers or installers

Plan the project
- Define the project scope and requirements
- Obtain necessary bids and quotes from suppliers
- Receive assistance from Propulsion Québec to connect with potential suppliers if needed

Prequalification application
- Submit an official application with all required bids and documents
- Propulsion Québec reviews the submission to ensure all program criteria are met
- Receive notification confirming the project's eligibility

Application evaluation and confirmation
- Receive official decision from Propulsion Québec regarding your application
- If negative, address requirements and resubmit prequalification if applicable

Sign the agreement
- Sign the personalized agreement with Propulsion Québec
- Accept the program conditions

Execute the work
- Carry out the required installation work
- Provide regular progress updates to Propulsion Québec

Submit the claim
- Complete the claim form
- Include all required supporting documents
- Produce quarterly reporting as per the provided schedule

Receive grant payment
- Receive the grant payment from Propulsion Québec according to the signed agreement
Additional information
- Organizations may submit multiple applications, but each application must not exceed $100,000 in requested funding.
- Only expenses incurred from February 7, 2022, onward are eligible.
- Program reimbursements are issued quarterly, following specified time periods.
- Charging stations must be commercially available, accredited for use in Canada, and produced in countries with a free trade agreement with Canada.
