Eligible expenses
- Personnel remuneration related to the project, including social benefits.
- Consultation and concertation activities with the municipal organization, municipalities, citizens, industries, businesses, institutions, and other stakeholders.
- Data acquisition, communication costs, software or other IT tools needed for the project, professional fees for a specific task or service, and external auditor fees.
- Eligible and justified administrative costs linked to project management, including office rent, supplies, postal services, Internet, telephony, accounting, payroll services, and bank fees.
- Travel, meal, and accommodation expenses within Quebec when necessary and within Government of Quebec reimbursement limits.
Ineligible Costs and Activities
- Costs not necessary or directly linked to the climate plan, including routine operating expenses.
- Costs incurred before the funding letter or after the covered period.
- Travel and other expenses outside Quebec.
- Environmental authorization fees and impact studies required under the Environmental Quality Act, tax portions eligible for input tax credits or refunds, and all GHG compensation costs.
- Accompaniment fees from a municipal association under an agreement supported by the Fonds d’électrification et de changements climatiques.
How to apply
- During a call for project programming, transmit your programming of projects through the Portail gouvernemental des affaires municipales et régionales.
- If your project involves municipal building decarbonization, studies, or energy analyses, consult Hydro-Québec before filing the request and send the consultation form to affairesatcl@hydroquebec.com.
- To transmit a climate plan for volet 1, send it to planclimat@environnement.gouv.qc.ca.
Processing and Agreement
- MELCCFP reviews the submitted climate plan for compliance with the guide and may send an approval letter with recommendations.
- After receiving the approval letter, the organization has 3 months to have the climate plan adopted by its council.
- The organization must submit annual reports with a project financial statement, a final report with the climate plan, all analyses, and a financial statement within 3 months after completion, an independent financial audit, and a council resolution confirming adoption within 3 months after approval.
- The climate plan must be made public electronically and free of charge no later than one year after its elaboration.

- Support is available from the Fédération québécoise des municipalités (FQM), the Union des municipalités du Québec (UMQ), and Réseau Environnement.
- Volet 1 is under the responsibility of the MELCCFP, while volet 2 is under the responsibility of the MAMH.
