Overview

This Quebec call for projects under the Programme d’aide financière en matière de lutte contre l’homophobie et la transphobie provides up to $75,000 for a 1-year project or $150,000 for a 2-year project to prevent and combat prejudice and discrimination based on sexual orientation and gender identity or expression, and to foster full recognition of sexually and gender-diverse people in Québec. Eligible activities include awareness and information campaigns, training, promotion and dissemination, development/adaptation of educational tools, support for interveners, research/action research and evaluation, client support and intervention, coordination and knowledge-sharing, partner support for project implementation, and organizational capacity-building.

Eligibility

  • The applicant must be a non-profit organization registered with the Québec Enterprise Registrar (REQ), an Indigenous non-profit (or equivalent), or a Québec National Assembly–recognized Indigenous community.
  • The project must be a one-time initiative (not part of the organization’s regular operations) and be completed within 12 to 24 months.
  • The project must take place in Québec.
  • The project must contribute to at least one program objective: awareness and information on sexual and gender diversity; development/implementation of prevention and intervention methods/tools to support well-being; or strengthening the organizational capacity and autonomy of LGBTQ+ organizations.
  • The project must support measurable targets using indicators suggested in the call’s selection criteria.

  • Indigenous non-profit organizations (or equivalent)
  • Indigenous communities recognized by the National Assembly of Québec

  • Individuals (natural persons).
  • Cooperatives.
  • Organizations without an establishment in Quebec.
  • Organizations that are bankrupt.
  • Organizations listed in the Register of Enterprises Ineligible for Public Contracts (RENA), including their subcontractors listed in RENA.

  • Project staff salaries (including employee benefits).
  • Professional fees (e.g., external specialists/consultants).
  • Travel expenses, in line with Québec government rates.
  • Costs for tools required to carry out the project (excluding capital expenditures).
  • Office supplies.
  • Promotion and communication expenses.
  • Accounting audit fees.
  • Non-recoverable GST/QST (taxes not refundable/creditable/exempt for the recipient).
  • Project evaluation costs (up to 15% of total eligible project expenses).
  • Project management/administration costs (up to 8% of total eligible project expenses), including management staff time linked to delivering the project and related recruitment/hiring costs.

Selection criteria

  • Applicant’s capacity to deliver the project (based on: relevant expertise of the applicant and partners; annual report—clarity and relevance of the mission statement and activity details; governance—date of last AGM, board composition and diversity of expertise/backgrounds; financial statements—type of audit, annual financial position, and proportion of requested funding).
  • Quality and relevance of the project in relation to the program objectives (based on: problem statement and documentation; needs to be addressed; proposed activities and their relevance/fit with needs; intended effects; target population and realistic outreach approach, including consideration of differing realities and needs by sex; fit with the call’s objectives; project timeline—clarity and feasibility; financial plan—budget detail and balance, eligibility of expenses, and consistency between amount requested and scope of the target population).
  • Concrete project impacts (based on expected implementation results—coherence, effectiveness, and realism of targets).
  • Selection process includes: eligibility screening by SCF (BLCHT), proposal analysis against evaluation criteria, possible consultation of other ministries/agencies to verify relevance/complementarity and avoid duplicate funding, possible use of a selection committee, recommendation to the Minister, written decision, and (if approved) signature of a funding agreement.
