Overview
Transportez vert — Coaching for energy management provides up to 50% of eligible costs, to a maximum of $150,000 per financial year, to help vehicle fleet managers hire an external consultant to improve energy management and reduce fuel consumption and GHG emissions. Eligible activities include energy analyses, feasibility studies and planning, implementation of measures (accompaniment, awareness, training), monitoring of energy performance and other related support activities.
Activities funded
- Energy analysis of road vehicle fleets, including data collection, assessment of current fuel use and greenhouse gas emissions, and identification of potential improvement measures.
- Feasibility studies and planning for energy-saving measures in vehicle fleets, including prioritization of actions, setting reduction targets, defining required resources, and preparing recommendations.
- Implementation of energy-saving measures in vehicle operations, supported by coaching, awareness activities, and staff training.
- Monitoring and review of fleet energy performance, including selection of appropriate monitoring tools and equipment, measurement of results, and analysis of key performance indicators.
- Other coaching activities directly related to improving energy management and reducing fuel consumption and GHG emissions in road vehicle fleets, as deemed relevant by the Ministry.

Eligibility
- The applicant must manage a road vehicle fleet and submit a project focused on improving energy management for that fleet.
- The project must aim to reduce fuel consumption and greenhouse gas (GHG) emissions from the vehicle fleet.
- The energy management activities must be carried out by an external consultant.
- The consultant must be employed by an organization that has an establishment in the province of Quebec.
- The assistance requested must relate to eligible activities such as energy analysis, feasibility and planning studies, implementation of measures, performance monitoring, or other accompanying activities linked to these objectives.
Who is eligible?
- Organizations managing a fleet of road vehicles and wishing to improve the energy management of this fleet.
Who is not eligible
This grant program specifies entities that are not eligible for funding based on their status or existing legal conditions. These restrictions are intended to ensure the grant benefits those aligned with the program's environmental goals.
- Ministries or budgetary organizations of the Government of Quebec listed in the annex of the Financial Administration Act.
- Persons designated by the National Assembly.
- Federal ministries or agencies.
- Applicants in litigation with the Ministry of Environment, or who have unmet obligations to it.
- Applicants in bankruptcy or insolvency as defined by the Bankruptcy and Insolvency Act.
- Applicants listed in the Register of companies not eligible for public contracts (RENA).
Eligible expenses
- Fees of an external consultant employed by an organization with an establishment in the province of Quebec.
- Internal staff expenses directly related to eligible project activities, up to a maximum of 25% of total eligible project costs.
- Rental costs for measuring equipment used for energy management for the duration of the project, where applicable.

- Organizations and consultants that have an establishment in the province of Quebec, Canada.
Selection criteria
The evaluation and selection of projects for this grant are based on ensuring that the proposed activities align with the program objectives of reducing energy consumption and GHG emissions from vehicle fleets.
- The energy management activities must be relevant and capable of delivering measurable reductions in fuel consumption and GHG emissions.
- The submitted project proposal must have a clear plan outlining energy analysis, feasibility study, implementation of measures, and performance follow-up.
- The project budget should be justified, with a detailed cost breakdown for external consultancy and internal resources directly linked to eligible activities.
- The project proposal must align with the program's requirement for additionality where the reductions in emissions should be real, measurable, and directly resulting from energy management activities.
- Potential for the project outcomes to contribute significantly to the program’s overarching goal of increasing energy efficiency and reducing GHG emissions in the transport sector.
How to apply

Project Planning
- The organization is planning an energy management activity for its fleet of vehicles.
- Obtain a cost estimate for the accompanying work supported by a quote.

Request for approval
- Present the support project with energy management activities to MELCCFP.
- Submit the duly completed and signed application form, the selected submission, and the support project plan.
- Send the documents to transportezvert@environnement.gouv.qc.ca with the subject "Support — Company/Municipality/Organization Name".

Analysis of the approval request
- MELCCFP verifies the eligibility of the organization, the consultant, and the relevance of the project.
- Receive a notice regarding the project's eligibility by email.

Project Implementation
- Once eligibility is confirmed, the consultant proceeds with energy management activities.
- Write activity reports in accordance with the MELCCFP templates.

Request for financial assistance
- Send the completed and signed financial assistance application form along with the supporting documents to the MELCCFP.
- Include copies of invoices, proof of payment, and the analysis report for each completed activity.
- Send the documents to transportezvert@environnement.gouv.qc.ca with the subject "Support — Company/Municipality/Organization Name".

Analysis of the request for financial assistance
- The MELCCFP checks the compliance of reports and invoices.
- Requests clarifications or approves the financial aid application.

Disbursement of financial assistance
The MELCCFP determines the amount of financial aid and issues the payment by check.
Additional information
- No new accompaniment project approval applications are currently being accepted; only participants with an already approved project may still submit financial aid claims.
- The Ministry will not accept representation by a third party for the submission or processing of an application; the applicant organization must handle this directly.
- Reports produced by the consultant must comply with the official templates provided by the Ministry, and the applicant is responsible for validating their quality and relevance.
- The program documentation (normative framework) prevails over all other information sources, such as brochures or web content, in case of discrepancy.
