Eligibility

Who is eligible?

  • MRC of Manicouagan, municipalities and municipal organizations in the territory.
  • Innu Council of Pessamit.
  • Non-financial cooperatives and social economy enterprises (outside the financial sector).
  • Non-profit organizations and organizations in the education network.
  • Legally constituted businesses, registered with the REQ, operating in the ID Manicouagan territory.

Who is not eligible

  • Organizations registered in the Register of Enterprises Ineligible for Public Contracts (RENA) and their affected subcontractors.
  • Businesses that are bankrupt, insolvent, or under the protection of legislation concerning arrangements with creditors.
  • Organizations or businesses that have failed to meet their obligations under previous financial assistance from Quebec or the MRC.
  • Seasonal food service and accommodation businesses, restaurants, retail businesses (except local services), real estate companies, and financial or insurance brokerage services.
  • Businesses of a sexual, religious, political, or controversial nature, basic public services, and projects that result in the substitution of jobs.

Eligible expenses

  • Operating expenses directly related to the project (salaries, rent, materials, equipment, reporting).
  • Costs for plans, studies and professional fees (opportunity, market, feasibility, concept, activity programming, indicators, studies of traffic and economic impact).
  • Construction, development, implementation and project set-up costs.

Ineligible Costs and Activities

  • Make up an operating deficit, repay loans, or replenish working capital (unless it is part of a recovery plan integrated into the project).
  • Finance expenses incurred before the project was submitted, projects that are already completed, or costs already paid by the Government of Quebec for the same project.
  • Cover expenses not directly related to the project, as well as the refundable portion of taxes, loans, loan guarantees, or equity investments.
  • Cover expenses related to capital investment plans in the health care network or activities already governed by budget rules approved by the Government of Quebec.
  • Finance the relocation of a business from outside the region, businesses registered in the RENA, or projects targeting those businesses.

Eligible geographic areas

  • Municipalities of Baie-Trinité, Godbout, Franquelin, Baie-Comeau, Pointe-Lebel, Pointe-aux-Outardes, Chute-aux-Outardes, Ragueneau.
  • Community of Pessamit.
  • Unorganized territory of Rivière-aux-Outardes in the RCM of Manicouagan.

Processing and Agreement

  • Evaluation of applications according to the committee’s internal standards and the MRC’s development priorities.
  • Possibility of a request for sectoral advice by MAMH for projects of $50,000 and over.
  • Signing of a memorandum of understanding between ID Manicouagan, the MRC and the beneficiary to set out the conditions and disbursements.
  • Disbursements staggered according to the amount granted and the planned stages of the project.
  • Final disbursement conditional on the submission of an activity report with invoices and proof of payment.

Additional information

  • Projects must be punctual, of limited duration, and non-recurring.
  • The policy is reviewed annually based on the amounts available and priorities.
  • Combined public assistance (Quebec, Canada, and partners) is capped at 50% or 80%, depending on the type of beneficiary.
  • Businesses not legally incorporated or unincorporated associations cannot receive assistance from the PSDT.
