Overview
The "Supporting Community Development Corporations" program provides grants of up to $2,500,000 to accredited Community Development Corporations and the TNCDC to strengthen social development and combat poverty and social exclusion. Funding supports both ongoing operational activities and the implementation of specific projects structuring the community sector.
Financing terms and conditions
- Financial support for mission-related activities can reach up to $500,000 per organization per financial year, provided in two installments of 50% each.
- The maximum duration of funding agreements is four years.
- For grants supporting specific activities, funding can reach up to $2,500,000 annually and may be disbursed in two or three installments, depending on the total granted amount.
- The total amount of direct or indirect public financial aid from the governments of Quebec and Canada must not exceed 100% of eligible expenses.

Eligibility
- The applicant must be a Community Development Corporation (CDC) accredited by the Table nationale des CDC (TNCDC).
- The applicant must be active in the field of community action.
- The applicant must meet the criteria defined in the Reference Framework for autonomous community action organizations.
- The organization’s main mission must be related to CDC activities such as coordination, information, training, representation, member support, community development, promotion, partnership work, support for social economy and community economic development, or research.
- The TNCDC is also eligible under this program.
Who is eligible?
- Community development corporations (CDCs) accredited by the Table nationale des corporations de développement communautaire (TNCDC)
- The Table nationale des corporations de développement communautaire (TNCDC) itself
Who is not eligible
- Community development corporations (CDCs) with less than 12 months of activity.
- CDCs that are no longer accredited by the Table nationale des corporations de développement communautaire (TNCDC).
- Organizations whose activities are not related to community action, such as foundations mainly focused on fundraising and redistribution of funds.
- Entities whose mission or activities are of a political partisan, religious, union, or professional nature.
- Organizations listed in the Register of enterprises ineligible for public contracts.
Eligible expenses
- General operating expenses, such as office rent, telecommunication (phone, internet), office supplies, and technological infrastructure.
- Salaries and benefits for staff directly supporting core operations or specific activities.
- Travel and accommodation costs related to eligible activities (subject to government guidelines on allowable travel expenses).
- Professional fees and honorariums directly related to the implementation of specific activities.
- Costs related to educational activities, collective rights advocacy, association life, coordination, and volunteer support.
- Materials and supplies required for conducting specific, government-approved activities.
Eligible geographic areas
- Community development corporations (CDC) accredited by the Table nationale des corporations de développement communautaire (TNCDC) and operating within Quebec.
Selection criteria
- The organization's reach within the community and activities conducted in line with the CDC's mandates.
- Realism and credibility of the budget forecasts presented.
- Net unrestricted assets, as reflected in recent financial statements, must not exceed 50% of the organization's total expenditures.
- Sound financial management of the organization (e.g., no deficit or legal judgments against the organization).
- Program funding availability at the time of application.

Compile required documents
- Gather all required documents, including board resolutions and previously adopted reports
- Prepare your organization’s charter, bylaws, and membership list
- Assemble recent financial and activity reports
- Draft budget forecasts and a detailed action plan for the target year
- Compile other supporting documentation as listed in the Reference Framework

- Fill out the official grant application form provided by the Ministry
- Ensure all required fields and sections are completed accurately
- Include all supporting documentation as per requirements

- Submit the completed application form and all documents to the Ministry within the established deadlines

- Wait for the Ministry to review your application and make a decision

- The program's standards are effective until March 31, 2027, after which they will be reviewed.
- A beneficiary must provide an annual activity and financial report as part of accountability requirements.
- An annual financial audit form varies depending on the amount of government revenues received.
